The Issue
The Problem:
Without a public vote or a clear warrant requirement, the City of Bastrop has installed a network of "Flock Safety" automated license plate readers (ALPRs). These cameras are not standard security; they are high-tech surveillance tools that track, log, and store a searchable record of every vehicle that enters or exits our city.
Why This Matters:
We believe this program is a direct violation of our Fourth Amendment rights against unreasonable searches and a massive overreach of government power. By turning our public streets into a digital dragnet, the city is tracking law-abiding citizens who are not suspected of any crime. This data is often shared with external agencies and private entities, creating a "permanent record" of our associations, medical visits, and daily lives.
Surveillance is not a substitute for safety, and "efficiency" is not an excuse for infringing on the civil liberties of Bastrop residents.
Our Demands to the City of Bastrop:
We, the undersigned residents and taxpayers, demand that the City of Bastrop immediately:
Terminate the Contract: End the city’s relationship with Flock Safety and all other mass-surveillance ALPR vendors at the first legal opportunity.
Remove the Cameras: Physically remove all ALPR/Flock cameras from public rights-of-way and city-controlled property.
Adopt a Ban Ordinance: Enact a permanent city ordinance prohibiting the future use of mass vehicle-tracking surveillance systems without a specific warrant for a specific vehicle.
Immediate Transparency: Release all data-sharing agreements with state and federal agencies and delete all currently stored non-criminal movement data.
Take Action:
It is time to restore the balance between public safety and personal privacy. We demand that our elected officials prioritize the constitutional rights of Bastrop citizens over intrusive, third-party surveillance technology.
