Aziza's Law. Criminalize Incest in New Jersey Now
The Issue
My name is Aziza Kibibi, and like many other stories, mine matters. I was a victim of horrific sexual and psychological abuse at the hands of my biological father, a famous music video director, for all of my childhood, adolescence, and some of my adulthood. This nightmare started when I was just 8 years old. I was violated repeatedly, endured unthinkable torment, and was forced to carry pregnancies that were a result of incestuous abuse. Out of five pregnancies, four I carried to term. However, two babies were born with genetic disorders. Each child being delivered by my abuser at home, the experiences I was subjected to were caused by the very person meant to protect me.
Years later, when I was 24, I finally managed to escape my father and raise my children alone. Thankfully, in 2013, my father was convicted for abusing me. But there is more to the story. Due to a glaring loophole in New Jersey's laws, while my father was punished for his actions committed during my childhood, he faced no charges for the incestuous acts done to me after I turned 18 because incest is legal in NJ.

For six years, I have fought to close these legal loopholes and ensure that incest is recognized as a crime, regardless of a victim’s age. After knocking on many doors, I finally secured a sponsor for Aziza’s Law (NJ Bill A4524)—but we need public support to make sure it moves forward and becomes law.
The Problem:
Incest is not always criminalized in New Jersey when both parties are adults, allowing abusers to avoid prosecution.
Familial sexual abuse survivors are often silenced by legal gaps that fail to acknowledge the lifelong impact of their trauma.
Predators escape justice, leaving survivors without protection or closure.
What Aziza’s Law Will Do:
- Criminalize incest in all cases, regardless of the victim’s age.
- Strengthen penalties for familial sexual abuse, ensuring survivors receive justice.
- Close legal loopholes that allow abusers to evade consequences

We are appealing to lawmakers to revise this antiquated and harmful statute. The implicit consent assumed in adult incestuous relationships is almost always manipulated by an existing power dynamic - a truth I know only too well because I lived it. It is vital to underscore the harm this does to victims, piling on further trauma to their already battered lives.
Laws should protect the vulnerable, not perpetrators. Yet, surprisingly, New Jersey is one of two states where incest is not explicitly criminalized. This needs to change. We are calling for prompt action from our legislature. Let's push for the criminalization of incest in our state and protect victims who are likely living in their nightmares right now.
