Authorise the Socialisation and Off-Lead Roaming of Greyhounds in Moonee Valley

The issue

Before adoption, greyhounds live an isolated life that is highly regimented; living either alone or in pairs, the dogs are kept in kennels with minimal chance to roam freely outside of training. 

GAP Victoria (Greyhound Adoption Program) leads the rehabilitation of ex-racing greyhounds, facilitating their adoption into local family households. Due to their unique experience as puppies, it is widely understood that greyhounds may not be equipped to safely interact with other dogs, and are to be kept on a leash. This rule is instated by Animal Welfare Victoria.

However, in interest of improving the lifestyle of greyhounds, Animal Welfare Victoria establishes that local "councils may authorise the use of certain spaces as greyhound-specific off-lead areas" (Victorian Government, 2020).

Recently, greyhounds local to the Moonee Valley region have been meeting once per week at an inclosed area; an exclusive greyhound meet-up established by owners who are looking to socialise their dogs and subsequently optimise their lifestyle. In what was an unacceptable misconduct of power, Moonee Valley council banned this meet-up from continuing. 

Not only is this a cruel form of discrimination, it acts explicitly against State Government protocol which maintains that councils can authorise safe and monitored off-lead areas for greyhounds.
