The Issue

            🐾 ARROW'S LAW

 

 Help Turn One Dog's Tragedy Into Change

 

Arrow was only two years old.

 

He wasn't perfect. He was protective, stubborn, sometimes grumpy, sometimes reactive—and completely, unapologetically ARROW!

 

But he was also my family.

 

He was the dog who taught me that you don't have to walk on two feet to teach someone what true love is. Sometimes love walks beside you on four.

 

Arrow gave love freely, and he was deeply loved in return.

 

Then, at only two years old, Arrow's life was tragically cut short after he was shot during an encounter involving law enforcement.

 

There is no bringing Arrow back.

 

There is no undoing what happened.

 

But I refuse to believe that his death has to mean nothing.

 

 THIS PETITION IS NOT ABOUT REVENGE.

 

I do not want hatred directed toward the officer involved.

 

I understand that law-enforcement officers can experience fear and face difficult, rapidly changing situations involving animals.

 

My question is simple:

 

Could better training, clearer protocols, and greater emphasis on de-escalation help prevent another family from experiencing what mine experienced?**

 

When an officer encounters a dog that is frightened, protective, reactive, or behaving aggressively, officers need the training and tools necessary to evaluate the situation and, when circumstances allow, consider alternatives before deadly force becomes necessary.

 

That can mean better understanding of canine behavior, increased de-escalation training, clear procedures for creating distance and separation, and appropriate non-lethal options when those options are reasonably available and safe.

 

 ARROW'S DEATH SHOULD CREATE SOMETHING BETTER.

 

Arrow cannot tell his story.

 

So I am telling it for him.

 

I'm asking lawmakers, law-enforcement agencies, trainers, animal advocates, and communities to come together to establish stronger standards for encounters between law enforcement and animals.

 

Arrow's Law should work toward:

 

🐾 Better canine-behavior education for law-enforcement officers.

 

🐾 Stronger training in animal-related de-escalation.

 

🐾 Clearer protocols for encounters involving dogs.

 

🐾 Greater consideration of safe alternatives to deadly force when circumstances reasonably permit.

 

🐾 Training that helps officers distinguish between a dog that is truly presenting an imminent threat and a frightened, protective, or reactive animal whose behavior may be managed through other means.

 

🐾 Greater consistency and accountability in how animal encounters are handled.

 

🐾 Policies designed to protect both public safety and the lives of animals.

 

BECAUSE ARROW WAS MORE THAN THE WAY HE DIED.

 

He was the face in my photographs.

 

He was the dog kissing my cheek.

 

He was the personality that made me laugh.

 

He was the companion who stayed beside me.

 

He was a life that lasted only two years—but those two years were filled with love.

 

He was not a statistic.

 

He was not disposable.

 

He was family.

 

And somewhere, another family has a dog who is just as loved as Arrow was.

 

I don't want that family to have to make the phone call I had to make.

 

I don't want another person to look at their beloved dog and know that they will never see them again.

 

I don't want another officer to have to live with the aftermath of a decision made in a moment of fear.

 

I want better choices to be possible.

 HELP US TURN ARROW'S STORY INTO CHANGE.

 

Signing this petition means standing behind the principle that better preparation can create better outcomes.

 

It means believing that protecting people and protecting animals do not always have to be opposing goals.

 

It means asking for training that gives officers more options when time, distance, and circumstances allow those options.

 

It means refusing to let Arrow's story disappear after his death.

 

 Arrow cannot come back.

 

 But perhaps another dog can go home.
