Allow Higher Residential Security Fences in Victoria Without Expensive Permits

The issue

Victorian residents deserve the right to install effective security fencing without unnecessary permit costs.

Residents across Victoria are increasingly concerned about rising rates of burglary, car theft and home invasions occurring in residential neighbourhoods.

Under current Victorian planning and building regulations, including provisions within the Planning and Environment Act 1987 and Building Regulations 2018, front boundary fencing in residential areas generally cannot exceed 1.2 metres in height without requiring a building permit and approval from a building surveyor. This restriction limits homeowners’ ability to implement simple and effective security measures to protect their families, homes and vehicles.

A fence height of 1.2 metres provides minimal deterrence to trespassers and opportunistic criminals, particularly when properties are targeted for vehicle theft or unlawful entry.

Homeowners should have the ability to install reasonable security fencing without being burdened by costly and time-consuming permit applications. Practical measures that improve access control and property security can play an important role in crime prevention and community safety.

We therefore call on the Victorian Government to amend current residential building regulations to:

  • Allow front boundary fencing up to 1.8 metres in height without requiring a building permit or building surveyor approval
  • Maintain reasonable safety requirements such as visibility at intersections and road safety considerations
  • Empower homeowners to take practical steps to protect their property and families

Improving residential security is a common-sense measure that can help deter opportunistic crime and provide greater peace of mind to Victorian residents.

We respectfully urge the Victorian Government and relevant authorities to review and modernise current fencing regulations to better support community safety.

Across Victoria, many residents have experienced or witnessed attempted break-ins, vehicle theft and other property crimes in their neighbourhoods. While law enforcement plays a critical role in addressing crime, homeowners should also be able to take reasonable preventative measures to protect their homes and families. Allowing practical security improvements such as higher boundary fencing would provide residents with greater confidence and peace of mind.
