The Issue

UPDATE: Authorities have confirmed the animals were foxes, not dogs, purchased legally as bait for crab fishing operations. They are not anticipating criminal charges. But this raises a new and urgent question: should any animal be bought, killed and discarded as fishing bait? These foxes were living creatures. Their lives still mattered.

Twenty-one dead dogs have washed ashore on a Washington island.

No one knows where they came from. No one knows what happened to them. But what has been found is deeply disturbing: animals discovered dead, some showing signs of possible cruelty.

For a community of animal lovers, this is more than shocking. It’s heartbreaking.

Dogs are not just animals—they are companions, family members, and trusted friends. Seeing so many of them lost in such a mysterious and unsettling way demands answers.

Right now, investigators are working to understand what happened. But this cannot be ignored or left unresolved.

If these animals were harmed, those responsible must be held accountable. If there are larger risks—illegal activity, abuse, or systemic failures—they must be uncovered and stopped.

We are calling on local and state authorities, including the Skagit County Sheriff’s Office and Washington state officials, to conduct a full, transparent investigation and ensure that the truth comes to light.

Animal lovers everywhere are watching.

These dogs mattered. Their lives mattered. And they deserve answers.

The Decision Makers

Don McDermott
Skagit County Sheriff
Responded
On March 26, 2026, the Skagit County Sheriff’s Office responded to a report of six deceased canines that had washed ashore in the Guemes Island area. Since the initial report, deputies and Animal Control Officer Diaz have located an additional five deceased canines along the shoreline on Guemes Island. On March 31, 2026, one additional deceased canine was discovered floating in the La Conner Channel. That animal was recovered by Animal Control Officer Diaz. The Skagit County Sheriff’s Office Animal Control Unit is actively investigating these incidents. On April 1, 2026, the canines were submitted to a local veterinarian for forensic necropsy and DNA testing. Results from those examinations are pending and will assist investigators in determining the origin and cause of death. At this time, there is no additional information available. The investigation remains ongoing. Anyone with information related to these incidents is encouraged to contact the Skagit County Sheriff’s Office or Skagit 911 to speak with a deputy or Animal Control Officer.

Jeff Willard U-6 Administrative Lieutenant | OPSA Skagit County Sheriffs Office UPDATE: Animal Problem Incident – Guemes Island The Skagit County Sheriff’s Office has contacted the responsible party associated with the recent animal related incident on Guemes Island. The individual is cooperating with the ongoing investigation. Based on information gathered to date, the animals involved are believed to be foxes that originated from a farm outside the State of Washington. They were lawfully purchased and transported into Washington for use in commercial fishing operations. Given the facts and circumstances currently known, the Sheriff’s Office does not anticipate referring any charges to the Prosecutor’s Office. The investigation is active and ongoing.
