The Dutch Government operates under a parliamentary constitutional monarchy, which means the roles of the head of state and head of government are separated. The monarch (king or queen) is the head of state with largely ceremonial duties, while the prime minister is the head of government with the responsibility for the day-to-day operation of the country. The government comprises three parts: The King, the Ministers, and the State Secretaries. The Dutch Government's responsibilities involve proposing legislation and implementing laws, and its actions are based on the principles of the Dutch Constitution and Dutch law, as well as international law and treaties.
