Ensure Education. STOP HIKE in School Fee for 2020-2021 #COVID-19

I am a resident of the millennium city, Gurgaon. In the midst of Corona Virus crisis sailing in the same boat of uncertainties, fear and things unfolding every day as we would all be. Economic slump is evident due to present conditions created by COVID-19 all over the world. I am common citizen of India, and both my kids go to a school in Gurgaon. Sitting under lockdown, sustainability and survival is the ongoing thought that we start our day with. With no information when normalcy will return, when we could head back to our respective work is the question hard to find answer, and here, I receive an intimation from the school regarding the hike in fee. I was baffled that how would I be able to cope up? I am anxious to know about the school fee hike and transport fee hike that as per the school is to meet the cost demands for the academic year 2020-21. India on the whole is affected by this uncertain period. When companies are planning to announce pay cuts, lay-offs, leave without pay, several big and small business are impacted, in such a situation it is o.k. for school to charge fee to maintain itself, but hiking the fee is totally unfair and insensitive. School and parents are together in this difficult time, while paying fee will ensure the salary of teaching and non teaching staff and other expenses for schools, NO FEE HIKE and taking only Tuition fee for this time rather than taking any other fee, will ensure that parents will be able to ensure education for their children. I request you to regulate the schools all over India and direct the state governments to ensure that there is NO HIKE in this year and schools do not charge for services during this time which they are not providing (like transport fuel, electricity ,development ,maintenance etc).Image source: Representational Image/ File

स्कूलों में फीस़ बढ़ोतरी को रोका जाए ताकि किसी आम आदमी पर खर्च का बोझ ना पड़े

मैं भारत की एक आम नागरिक हूँ और दो बच्चों की माँ हूँ। वो दोनों स्कूल जाते हैं, पर पता नहीं कि मैं आगे उनकी पढ़ाई का खर्चा उठा भी पाऊँगी या नहीं। मेरा हर दिन इसी फिक्र से शुरू होता है कि कोरोना वायरस से होने वाली इस तबाही से हम कैसे बच पाएंगे? मैं गुड़गाँव की रहने वाली हूँ और आप ही की तरह डर और अनिश्चितता के माहौल में जीने को मजबूर हूँ। मैं आशा करती हूँ कि हमारा देश इस बीमारी से लड़ लेगा पर मुझे डर है कि हम में से बहुत लोग इसके कारण फैली आर्थिक मंदी और बेरोज़गारी से नहीं उबर पाएंगे।एक तरफ़ जहाँ हम जैसे आम लोग हैं जो खाने-पीने, दवाई और आगे की मुश्किलों को सोचकर परेशान हो रहे हैं तो दूसरी ओर प्राइवेट स्कूल वाले हैं, जिन्हें इस संकट की घड़ी में कुछ याद है तो बस फीस बढ़ोतरी। तभी तो मेरे बच्चों के स्कूल की तरफ से मुझे फीस़ बढ़ोतरी का नोटिस मिला।वो नोटिस देखकर मैं हैरान रह गई, चौंक सी गई। मुझे नहीं पता कि मैं कैसे बढ़ी हुई ट्यूशन और ट्रांस्पोर्ट फीस़ भरूँगी।एक ऐसे समय में कि जब पूरे देश में लॉकडाउन है, ना बच्चे स्कूल जा रहे और ना ही टीचर तो स्कूलों द्वारा फीस़ में बढ़ोतरी का कदम ना केवल गलत होगा बल्कि अमानवीय होगा।मैं समझती हूँ की टीचर्स और स्कूल के अन्य कर्मचारियों की सैलरी इत्यादि के लिए फीस लेना ज़रूरी है, हम माता-पिता इससे कहाँ इनकार कर रहे हैं। हम तो बस इतना कह रहे हैं कि फीस़ बढ़ोतरी ना हो। साथ ही अगर कोरोना वायरस के चलते बच्चे स्कूल नहीं जा रहे हैं तो हमसे ट्रांस्पोर्ट, मेंटेनेन्स, बिजली, इत्यादि की फीस भी ना ली जाए, केवल ट्यूशन फीस ली जाए।इसलिए मैंने मानव संसाधन मंत्रालय के नाम ये पेटीशन शुरू की है ताकि देश के सभी स्कूलों में फीस बढ़ोतरी ना होने पाए, साथ ही राज्य सरकारों को एडवाइजरी जारी करें ताकि स्कूल केवल ट्यूशन फीस ही लें।मेरी पेटीशन साइन और शेयर करें ताकि हर आम आदमी अपने बच्चों की फीस का खर्च उठा पाए और उसकी जेब पर बोझ ना पड़े।

I want to make sure that every girl will be able to protect herself

January, 2018 – A 15-year-old girl brutally raped in Jind, Haryana March 2018 – An 18-year-old girl fights off three men harassing her and hands them over to police – in Birbhum, Bengal Now look at this fact - The girl from Birbhum was learning martial arts for last 10 months. This brave student shows us that girls can be empowered to face such situations with confidence, rather than feeling scared, victimised and helpless. In India, over 53% children face sexual abuse. Whenever any such incidence happens, we just look at police and legal system for help. We never imagine that a girl can also have power to deal with such situations. Neha Shrimal (Women Empowerment Change Maker, Pune) says that "She is a mother of 7 year old girl. When She read about such incidents, these send chills down her spine. She want to ensure that all daughters get to learn self-defence techniques and become capable of protecting themselves". Even Neha had started the same petition in Maharashtra  here and she won. I also need your help to make this a reality. According to National Crime Records Bureau (NCRB), 34,651, rape cases were under section 376,of IPC were registered during 2015, in the country out of which 3664 were only from Rajasthan and statistics is raising every year. While the legal and social system is gradually getting strengthened, it is reactive rather than preventive, and still too far from ensuring a safe environment. We need a more proactive solution which has a larger reach and stronger impact. Neha says that, being in the field of self defence, she understand the gravity of the matter, as well as the solution for it. She believe that every child should be trained to protect themselves from an early age. So, I am asking Rajasthan Government to make self defence training compulsory for all the students from 5th standard onwards. Self defence is not martial arts, but a psychological, mental and physical preparedness to deal with any danger from undesirable elements. It is quite economic to implement. A focused 5 to 10 hours training every year is all we need. Internal physical education teachers or sports teachers can be trained to impart this training. Having learnt the self defence techniques over a period, these children / teenagers will not only be able to protect themselves, but also others around them. We want every girls to be as empowered as this girl from Birbhum. Bengal government has launched yearly 3-weeks self-defence workshops in undergraduate colleges. A college in Pune has already taken a proactive step and has made self defence training as part of their curriculum. It is our turn now to ensure that every teenager comes out of school equipped and empowered to defend self. Let’s help make our children their own bodyguards. India! Help make comprehensive sexuality education (CSE) compulsory

Let’s talk about comprehensive sexuality education, a more inclusive term than sex education, in India. It remains something that is non existent - for now. The reason why CSE is still absent from our curriculum is because many people believe in the myth that it promotes sex. However, studies have found that having CSE at schools help young people in making informed choices about their body, therefore causing them to postpone sexual debut. When CSE is absent at schools, young people are forced to make an effort to find answers to their sex and sexuality related questions. They start relying on other sources such as the internet and media for information that their schools and parents failed to provide. The information gained is not only inaccurate and incomplete but also harmful. Isn't it better if this knowledge is given by trusted adults? Several people claim that sexuality education india is already a reality. However these are merely half hearted biology workshops where the educators briefly talk about menstruation, abstinence and sexual assault instead of proper talks about safe, pleasurable and consensual sex. I know this because I have attended these classes too. But no more of this! I speak up for the millions of adolescents when I say that we demand comprehensive sexuality education (CSE) classes in all schools- government and private. OUR DEMANDS:- - This petition demands the government to start funding various NGOs and other individuals/organizations that are involved in producing educative materials that could help conduct CSE classes.These funds would help the NGOs in educating millions of adolescents in India. - We want the HRD minister Ramesh Pokhriyal Nishank to reintroduce sexuality education classes. This time taking good care that it is inclusive and accurate and therefore comprehensive. - We want the education ministers of every single state to consider the benefits of CSE and this petition and allow for CSE classes to be conducted in every single school in their state. - We want the government to train and support the teachers by providing them with adequate amount of help and resources. - Kids in lower grades can be taught about safe and unsafe touch. But we need the students in high school to learn about sex in a comprehensive manner which would mean learning about all the things mentioned below. 1. Sexuality and gender spectrum2. Puberty and attraction 3. Relationships (family, friendship and romantic) 4. The male and female anatomy (both should be taught to each child) 5. Safe, consensual and pleasurable sex (inclusive of all genders and sexuality) 6. Masturbation7. Birth control options and abortion8. STDs and how to prevent them9. Sexual violence and how to be an active bystander 10. Hormonal disorders particularly those related to sex hormone (like PCOS) 11. Society and culture (including gender roles and diversity) This petition would like to remind that any teacher who protests can be easily replaced by trained volunteers from various NGOs, doctors and other educators. Benefits of CSE:- CSE would help create a generation that is more aware. It will reduce the potentially negative consequences of sexual behavior like unwanted pregnancies, sexually transmitted infections and child sexual abuse. It shall increases well-being by enhancing the quality of life and relationship of young people. CSE allows young minds to be able to give and take consent, become more aware of their sexual desires and learn to become more responsible. So take a stand for honest, accurate sexuality education in India. Miserable condition of VTs under CSS-VSE scheme of SSA under NSQF in Rajasthan

Respected Sir, The vocational trainers (VTs) in Rajasthan under CSS-VSE scheme of SSA under NSQF have been pushed to a miserable condition due to the following reasons: a) The Training Providers (VTP's), which are private companies between the Government and the VTs, are not paying them salary regularly, though the VTP's receive fund from the Government.  b) The salary of Vocational Trainers is due for at least 6 months to 21 months. Even, amid this lockdown for COVID-19, the salary is pending for 6 months to 21 months. c) Since starting this scheme in 2015, the consolidated salary of Rs. 15000/- and extended the limit to 18000/- in the last session. Moreover, the VTP's are deducting both the Employer's and employee's contribution for PF & ESIC from this meager amount of salary of the VT's, whereas the employer's contribution should have been borne by the VTP's. To add salt to the wounds of the VT's, the ESIC facility is not extended to the VT's, even if the amount is deducted.  d) Whenever the VT's appeal to the VTP's for their rightful dues and facilities, they are being threatened of termination from service by the VTP's.  In the light of these grim facts, I request you to take fruitful measures as the VT's would be able to survive as a human being and the trainees from the weaker sections of our society can get better training. Education before Exams

Education should come before examinations.  परीक्षा से पहले शिक्षा चाहिए। Examination in times like these will give unfair advantage to those who have internet access and other resources to educate themselves, while others will suffer. These examinations will benefit the privileged while those who come in low incomes groups will suffer इस तरह के समय में परीक्षा से उन लोगों को अनुचित लाभ होगा जिनके पास खुद को शिक्षित करने के लिए इंटरनेट और अन्य संसाधन हैं, जबकि हम में से अनेक पीड़ित होंगे।इन परीक्षाओं से विशेषाधिकार प्राप्त लोगों को लाभ होगा। जबकि कम आय वाले समूहों में आने वालों को नुकसान होगा People are already having a hard time to make ends meet, to survive in these hard times then how will they bear the cost of the internet, exam fees and other study material. यह एक मुश्किल समय है। लोगो के पास काम या पैसे नहीं है जीवित रहने के लिए, फिर वे इंटरनेट, परीक्षा शुल्क और अन्य अध्ययन सामग्री की लागत कैसे वहन करेंगे। Many of us are away from home, many of us don't have books of syllabus, don't have the sufficient income to buy brand new books or to take online classes. Then how are the exams at times like these are fair? हम में से बहुत से लोग घर से दूर हैं, हममें से कई के पास सिलेबस की किताबें नहीं हैं, नई किताबें खरीदने या ऑनलाइन कक्षाएं लेने के लिए पर्याप्त आय नहीं है। फिर ऐसे समय में क्या परीक्षा लेना उचित होगा? We as students should be a part of a university that first of all prioritize education, not the examinations. We should be a part of a university that doesn't discriminate. Where I have resources to study but my classmate does not. हम छात्रों को एक ऐसे विश्वविद्यालय का हिस्सा होना चाहिए जो सबसे पहले शिक्षा को प्राथमिकता दे, न कि परीक्षाओं को। हमें ऐसे विश्वविद्यालय का हिस्सा होना चाहिए जो भेदभाव नहीं करता हो। जहां मेरे पास तो पढ़ने के लिए संसाधन हो पर मेरे साथी के पास ना हो। Because let's be honest, education shouldn't be where we have to teach ourselves everything.  क्योंकि शिक्षा वह नहीं होनी चाहिए जहां हमें खुद को सब कुछ सिखाना है। Also, not everyone has the resources to teach themselves online. The university hasn't made sure about our education then what is the point of exams when even our syllabus isn't complete, shouldn't the university first make sure that every student has the resources to study the syllabus, do all of have the access to internet? Does the internet have the good material for students? Do all of us have sufficient material? इसके अलावा, हर किसी के पास खुद को ऑनलाइन सिखाने के लिए संसाधन नहीं हैं।विश्वविद्यालय ने हमारी शिक्षा के बारे में यह सुनिश्चित नहीं किया है कि हमारा सिलेबस पूरा है कि नहीं, ऐसे में परीक्षा का क्या मतलब है, क्या विश्वविद्यालय को पहले यह सुनिश्चित नहीं करना चाहिए कि प्रत्येक छात्र के पास पाठ्यक्रम का अध्ययन करने के लिए संसाधन हों, सभी की इंटरनेट तक पहुंच हो? क्या इंटरनेट में छात्र के लिए अच्छी सामग्री है? क्या सभी के पास पर्याप्त संसाधन है? I have no problem with appearing for exams as long as every student has the resources to study for them. As long as every one of us have material. As long as anyone of my classmate suffer while I have unfair advantage.  मुझे परीक्षा में बैठने में कोई समस्या नहीं है अगर प्रत्येक छात्र के पास उनके लिए अध्ययन करने के लिए संसाधन हो। जब तक हम में से हर एक के पास सामग्री हो। जब तक मेरे किसी सहपाठी को हानि ना हो। This is not fair. यह उचित नहीं है। Show support.  समर्थन दिखाएं।

प्रिय देशवासियों, मैंने हिंदी पर श्रीमती अमरप्रीत कौर द्वारा शुरू की गई और अनेकों माता-पिता द्वारा समर्थित इस पेटीशन का संज्ञान लिया है। इस पेटीशन की मांग है कि राजस्थान सरकार प्राइवेट स्कूलों द्वारा फ़ीस बढ़ोतरी के मुद्दे पर कदम उठाए। इस पेटीशन की तरह ही प्राइवेट स्कूलों के द्वारा फ़ीस बढ़ोतरी को लेकर हमें माता-पिता और अभिभावकों की कई शिकायतें प्राप्त हुई हैं। मैं अमरप्रीत और उनकी पेटीशन के सभी समर्थकों को सूचित करना चाहता हूँ कि राजस्थान सरकार ने माता-पिता की राहत के लिए निम्नलिखित निर्देश जारी किए हैं: 1. सभी स्कूल अगले 3 महीने की फ़ीस को स्थगित करें और 2. कोई भी स्कूल फ़ीस ना भर पाने के कारण किसी भी छात्र को ऑनलाइन क्लास से नहीं निकालेंगे और स्कूल से उसका नाम नहीं काटेंगे। सरकार इन निर्देशों का पालन ना करने वाले स्कूलों के खिलाफ कड़ी कार्रवाई करेगी। इसके साथ ही फ़ीस बढ़ोतरी और ऐसे तमाम मुद्दों की समीक्षा के लिए एक उच्चस्तरीय कमेटी का भी गठन किया गया है। यदि आपको इस मुद्दे पर किसी भी प्रकार की समस्या का सामना करना पड़ रहा है तो इसे सरकार तक पहुँचाए और हम निश्चित ही इसकी समीक्षा करेंगे। हम सब एक बहुत ही मुश्किल दौर से गुज़र रहे हैं और राजस्थान सरकार इस संकट की घड़ी में नागरिकों के साथ खड़ी है। हमारी कोशिश है कि बिना किसी दिक्कत के बच्चे शिक्षा और अन्य स्कूली गतिविधियों से जुड़े रहें। मुझे खुशी होगी यदि आप ट्विटर पर @GovindDotasra हैंडल फॉलो कर मेरे साथ जुड़ेगे और मेरे द्वारा किए जा रहे कार्यों के बारे में अपडेटेड रहेंगे। धन्यवाद, गोविंद सिंह डोटासरा शिक्षा मंत्री (स्वतंत्र प्रभार), पर्यटन एवं देवस्थान राजस्थान सरकार

Ensure Education. STOP HIKE in School Fee for 2020-2021 #COVID-19

Dear citizens, I have taken note of this petition by Smt Amarpreet Kaur and other concerned parents and citizens, asking the Government of Rajasthan to intervene on the matter of fee hikes by private schools. Similar to this petition, there were many other complaints from parents about undue fee hikes by private schools that we received. I wish to assure Amanpreet and all the supporters of her petition that the Government of Rajasthan has given strict orders to all schools to abide by the following directives: 1. All schools to defer fees for the next 3 months, and 2. No school to bar any student from online education, or disenroll any student in the case of failure to pay fee. The government will take strict action against the school if they do not adhere to govt orders. Furthermore, a high level committee has been formed to look into all such cases including fee hike. If you are facing any such issue, please raise the concern with us, we will certainly look into the issue. We are going through unprecedented times and the Government of Rajasthan has created a citizen focussed pandemic response. We want to ensure that children have access to education and school curriculum without any challenges.
