Q1 – Why did you decide to setup a petition?
First and foremost, I want to thank you for the opportunity to discuss the critical issue of the Bonagee Link Bridge for our local community. I want to emphasize that my intention in initiating this petition is not to diminish the efforts and progress made by others thus far. Instead, I view myself as a forward-looking individual, recognising the need for swift action. It's clear that in my hometown of Letterkenny, with a population of 22,549 people, the current situation is far from ideal. Daily commutes have become a nightmare. I took some photos recently of primary routes into the town and uploaded them to social media, receiving an instance response. I received numerous communications highlighting a number of issues, concerns, and frustrations which I felt I could not ignore. The issue of congestion and a bridge over the Swilly which has come to be known as the ‘Bonagee Link Bridge’ has been a topic of discussion as far back as the 80’s-based on the feedback I have received to date. Due to same, I decided to proactively contribute to the needs of my local community and in that the petition was born. We find ourselves wasting precious hours stuck in traffic. The primary route in and out of Letterkenny and the recent works which involved quite a substantial investment have been of little benefit to relieving the congestion with many feeling that things have got worse. One signatory commented “We started off with 4 lanes, spent millions and ended up with 4 lanes and traffic lights!”.
I have identified three pressing areas of concern.
Area 1 - Emergency Response & Safety
Traffic congestion on the primary route in and out of Letterkenny poses a significant threat to emergency response times and overall public safety in the region. Several factors necessitated the creation of a petition to highlight this issue.
Response Time Delays
The existing congestion can lead to delays for emergency services, including ambulances, fire services, and the Gardai, as they struggle to navigate through traffic. This has become an even greater issue in recent months with the latest upgrade works on the N56 due to the limited and in the most part no available space for traffic to manoeuvre and allow emergency service through. These delays can have life-threatening consequences during critical situations. In a research paper titled ‘Saving Lives through faster Emergency Unit Response Times: Role of Accessibility and Environmental Factors’ The provision of medical care in cases of road crashes is among the most defining elements in trauma handling, with the care provided within the first hour (a period frequently termed as the golden hour) significantly decreasing mortality. As a result, the reduction in response times often represents one of the top priorities (Dimitriou, Loukas & Efthymiou, Dimitris & Antoniou, Constantinos. (2018). Access to Medical Facilities
Letterkenny University Hospital serves a vast population with Census 2022 figure showing Letterkenny and Donegal populations on the increase at 22,549 and 167,082 respectively with Letterkenny projected to grow to 27,300 by 2040.
Delays in reaching the hospital due to traffic congestion on the Primary Route into Letterkenny can jeopardise the ability to provide timely medical care to patients, particularly during emergencies.
Safety Hazards
Congestion increases the risk of accidents and collisions on the road, further impacting public safety. As traffic congestion worsens, it may contribute to road safety hazards due to road rage due to lane hoping and may also contribute to higher levels of stress for commuters leading to rushing to recoup time spent in traffic jams therefore increasing the potentially for fatal accidents.
We need to be removing barriers from an already under pressure sector.

“All traffic to Letterkenny and onto North and West Donegal has to pass through the Dry Arch and Polestar roundabouts. The existing road network does not have the capacity to deal with volumes. There’s only so much that can pass through a ‘small gap’. The proposed route from Dry Arch to Ballyraine is decades overdue and needs to be progressed separately from the bigger Ten-T project. Back roads like Bunagee Lane, Leck Road, Cullion Road and Old Town Bridge are providing a indirect by-pass from the traffic gridlock at the Polestar (even with the new lights operational) and these roads are unsuitable and unsafe for the traffic volumes. The current traffic situation (nightmare) is bad for business, tourism, road safety and the environment for Letterkenny and Donegal”

The petition for the Bonagee Link Bridge to address congestion in Letterkenny in my view requires a collaborative effort with each of the aforementioned groups having a role to play in helping to promote the petition.

In my own experience and any role of my professional career there has always been an expectation that I deliver at a minimum a Quarterly update on current projects where I highlighting primarily, the project status, key achievements, challenges and issues, upcoming milestones, risks and mitigation, budget and resources issues, timeline and schedule and next steps. This ensures an open, honest, and transparent process and a level of accountability. This is something we need to address within the County as we are missing same for sure between Donegal County Council and the Community.
Accountability Proposal - I recommend that Donegal County Council implements a centralised project database, encompassing ongoing initiatives like the Bonagee Link Bridge (presumably already established), each with assigned ownership. This step is crucial for accountability. The designated individual would be responsible for providing quarterly or semi-annual project status reports to the County Council. These reports should include comprehensive details regarding the project status, key achievements, challenges and issues, upcoming milestones, risks and mitigation, budget, funding and resource issues, timeline, schedule, and next steps. To ensure transparency, these reports should be accessible to the general public on the Donegal County Council website.
The Business Community
Chamber of Commerce – Collaboration with the local chamber of commerce to promote the petition to its members and highlight as outlined above the economic advantages of reduced congestion.
Sponsorship – Open to the idea of the business community supporting petition-related promotional efforts, such as printing flyers or advertising campaigns.

These concerns relate to emergency response and safety, economic viability, and tourism, as well as environmental and planning considerations. Keeping to the same theme I have highlighted again these three current categories of concern and the potential positive impact of this infrastructure development, demonstrating how it offers hope for mitigating the challenges that the Letterkenny faces.

The current state of congestion on the roads leading to Letterkenny poses a grave threat to emergency response and overall public safety. With the introduction of the Bonagee Link Bridge, there will be a newfound hope for significant improvements in this regard.

“Traffic congestion is ruining our quality of life in the town. The Council have delighted in the growth of the town but have failed to provide infrastructure. The town bus is a failure and pedestrians are marooned on roundabouts, crossing dangerous roads”
“All traffic to Letterkenny and onto North and West Donegal has to pass through the Dry Arch and Polestar roundabouts. The existing road network does not have the capacity to deal with volumes. There’s only so much that can pass through a ‘small gap’. The proposed route from Dry Arch to Ballyraine is decades overdue and needs to be progressed separately from the bigger Ten-T project. Back roads like Bunagee Lane, Leck Road, Cullion Road and Old Town Bridge are providing a indirect by-pass from the traffic gridlock at the Polestar (even with the new lights operational) and these roads are unsuitable and unsafe for the traffic volumes. The current traffic situation (nightmare) is bad for business, tourism, road safety and the environment for Letterkenny and Donegal”
Q7 – How can the media, the local community in Letterkenny, the wider regions of County Donegal, and the business community help in promoting your petition for the Bonagee Link Bridge to end the congestion in Letterkenny?
The petition for the Bonagee Link Bridge to address congestion in Letterkenny in my view requires a collaborative effort with each of the aforementioned groups having a role to play in helping to promote the petition.
The Media
Social Media Sharing - Encourage the local Community and Tourist Information to share the petition on their social media profiles and in local community groups.
News Coverage - Encourage local newspapers such as yourselves as well as other media outlets across Donegal and perhaps further afield as we do welcome a lot of tourist to Letterkenny and the Donegal region, radio stations such as Highland Radio whom again I would like to thank presenter Donal Kavanagh, Caroline Orr and the team for the opportunity to bring this critical issue to the people of the North West in inviting me to an interview on Thur past 02/11. Local Representatives - It is the responsibility of our elected representatives at Donegal County Council to represent its people which means providing updates on progress in relation to the Bonagee Link Bridge. In my own experience and any role of my professional career there has always been an expectation that I deliver at a minimum a Quarterly update on current projects where I highlighting primarily, the project status, key achievements, challenges and issues, upcoming milestones, risks and mitigation, budget and resources issues, timeline and schedule and next steps. This ensures an open, honest, and transparent process and a level of accountability. This is something we need to address within the County as we are missing same for sure between Donegal County Council and the Community.
Accountability Proposal - I recommend that Donegal County Council implements a centralised project database, encompassing ongoing initiatives like the Bonagee Link Bridge (presumably already established), each with assigned ownership. This step is crucial for accountability. The designated individual would be responsible for providing quarterly or semi-annual project status reports to the County Council. These reports should include comprehensive details regarding the project status, key achievements, challenges and issues, upcoming milestones, risks and mitigation, budget, funding and resource issues, timeline, schedule, and next steps. To ensure transparency, these reports should be accessible to the general public on the Donegal County Council website.
The Business Community
Chamber of Commerce – Collaboration with the local chamber of commerce to promote the petition to its members and highlight as outlined above the economic advantages of reduced congestion.
Sponsorship – Open to the idea of the business community supporting petition-related promotional efforts, such as printing flyers or advertising campaigns.
In-Store Promotion - Encourage businesses to display information about the petition in their stores, on their websites, and through social media.
