Taking away from families of the most vulnerable is NOT the way to FIX the budget our own GOVT. destroyed. This passes, we'll be scrambling to leave the state as we cannot afford the taxes as is, even with IHSS income. I am writing to you today as a deeply concerned parent and caregiver. I’ve recently learned about the proposed cuts to medical services and In-Home Supportive Services (IHSS) hours, and I am pleading with you to reconsider. These cuts will not only hurt countless families across the state they will personally devastate mine.
My daughter has autism and requires 24-hour care. The support we currently receive through IHSS and medical programs is vital to her well-being and safety. Without it, I don’t know how we will manage. I am her primary caregiver, and the support allows me to care for her at home, where she feels safe and supported.
Reducing these services will have a direct and painful impact on our lives. It will place an impossible burden on families like mine who are already doing everything we can to care for our loved ones. It’s not just numbers on a budget it’s about real people who need help to live with dignity and stability.
Please, do not make these cuts. Stand with families like mine who depend on these services to survive and to care for those who cannot care for themselves. We are counting on your compassion and leadership.

Hello my name is Sophia Galvan. I’m a single parent of my 15 year old daughter Alinah. Alinah has severe autism and is non verbal. We live in our single family home in Pittsburg Ca. We bought our home in 2017. I worked at Sutter Delta Medical Center for 14 years and in 2018 and I had to resign to care for Alinah due to her disability and many challenges. Because of Medical and IHSS services I am able to be my daughter’s full time provider in our home. Without Medicaid not only would we not have medical insurance, but Alinah wouldn’t have IHSS. Sadly she would not be able to remain safely in our home. She requires 24/7 supervision and assistance to remain safe. I am unable to work because my daughter needs my full time assistance. If you cut the monthly hours to 50 I will loose 20hrs of overtime a week. That’s 80 OT hours a month and approximately $1550 a month! I will not be able to afford my mortgage and bills. We will not be able to stay in our home and Alinah may need to live in an institution. I know this affects all IHSS workers, but as a single parent, I have no other option. I can’t leave my child to work. Other workers whom aren’t parents may not have this issue. They may be able to work other hours in another job. I’m asking that you will consider not capping our weekly hours. Or perhaps exempting parent providers. Please don’t do this. This change will be devastating and I’m so scared of the outcome. Please help me to keep my daughter in our home. We can’t loose our home! Don’t tear our family apart!

My granddaughter has cerebral palsy and multiple medical issues. This is rarely what first comes to mind when I think of her. Her parents have provided an abundance of love and developmental stimulation to help her thrive and live her best life. It is absolutely horrifying to think of the heartache that would result if she had to be away from her family in a care home so that her mother (who is also disabled) could work outside the home. To say nothing of the massively more expensive costs of residential care.
I am writing to oppose the proposed changes to IHSS in Governor Newsom's May revision budget.
I am the daughter and sole caregiver of a 75 year old woman with dementia. I take care of my mother 24/7, making sure she is safe, clean and fed. She needs help going to the bathroom, eating, and doing nearly all activities of daily living. She also needs to be watched at all hours because her dementia will often cause her to wander into the street or get lost, start fires, flood the bathroom, and eat her feces, among other destructive behaviors. I have attempted many times to find another caregiver but it has been very difficult to even find someone willing to take care of her and those I have found have never stayed longer than a week.
I am currently paid by IHSS to care for my mother with dementia for 70.25 hours a week. This pay is just enough to cover the living expenses for me and my mother.
I absolutely have no time to get another job, let alone get enough sleep at night with the amount of care I have to provide my mom. If my hours are reduced to 50 a week, I will not be able to afford living expenses for the both of us and will be forced to place my mother in a nursing home. I will not be able to take on other jobs to supplement my income because my mother cannot be left alone and I cannot find a reliable caregiver to care for her so that I may leave the house. The nursing home will be at least twice as expensive as the cost to keep her on IHSS and will likely lead to worse outcomes, more hospitalizations, and possibly an early death.
It is my sincere belief that there are other IHSS providers like me out there who will be forced to institutionalize their loved ones if this IHSS budget revision were allowed to pass. This will ultimately end up costing the state of California more while providing worse outcomes. Please please vote against this revised budget change. Thank you.
Daughter to a Mother who is Bedridden. She had a stroke and has paralysis on right side of body and Kidney failure along with other health issues. All my mother is capable of doing is feeding herself with one hand and even that is a struggle. I may have to quit my 10 hour Noc shift Job because being a caregiver over night and coming home to do the same for my mother and raising my son is proving to be quite difficult and very stressful. I am all my mother has in regards to her care and if I must quit my Noc shift Job I will have no means of financial support. No cuts Or caps please! This kind of care that families provide for loved ones is by far the most hardest and heart breaking. There is no clocking in or out at the end of a shift for us.
A decision like this could destroy lives. As much as I love my job, I will not make enough to survive as a caregiver for my friend. If that happens, he will wind up in a nursing home, which will cost the state significantly more money than if you had left it alone. Cutting caregiver hours will cause more harm than good.
