I respectfully ask that China enacts a ban on the brutal, inhumane dog and cat meat trade, you have already made great steps forward in this regards but there is a long way to go. Sentient beings need to be protected and you have already recognized this.

I was deeply disturbed to learn about the recent case of animal neglect in Chuncheon, where dogs were left to suffer in freezing temperatures, without proper food or shelter, and constantly exposed to danger. Despite repeated reports from concerned citizens, nothing was done to protect them, and their suffering was allowed to go on for months. This failure to act not only violates the Animal Protection Act but also basic human decency.
As someone who cares deeply about animal welfare, I can’t help but feel outraged and heartbroken. This situation highlights serious gaps in South Korea’s animal protection system. While progress has been made, cases like this show that enforcement and resources are still lacking.
I urge the Chuncheon City Government to:
1. Investigate this case thoroughly and hold those responsible for inaction accountable.
2. Train local officials to identify and respond to animal cruelty more effectively.
3. Create an animal welfare task force to ensure quicker and better responses in the future.
I also call on the South Korean Government to take immediate action by:
1. Strengthening the Animal Protection Act with harsher penalties for neglect and abuse.
2. Requiring proactive inspections of animals at risk.
3. Increasing funding and support for rescue organizations and shelters.
4. Enforcing clear guidelines to ensure animals have proper shelter, food, and water—and punishing violations.
This case has caused unnecessary suffering to innocent animals and undermines public trust in government institutions. Something has to change. These animals deserved better, and they shouldn’t have been left to suffer.
Your response to this issue truly matters, not just to your citizens but to people around the world who are watching, hoping, and praying you’ll take meaningful, positive steps toward compassion and justice. Please, don’t let this tragedy be repeated.
