I grew up in the Hudson valley and while I enjoyed fishing and swimming in the river I couldn't eat the fish and who knows what damage I did swimming in the unknown poisons the river contains. It would be nice if future generations didnt have to have it that way.Commercial fishermen could earn some wages if the river could be restored to health. Ordinary citizens probably do eat some migrating fish. It would be wonderful if all could enjoy eating fish from this resource.Its a beautiful area, it would be a real boon to tourism if it can be cleaned further and nearer restoration. Please don't give up on it. Please continue to work on solutions to make it healthy once again. Thank you for your continuing efforts.

We built our home here 3 yrs ago, while we were building I found this out I was devastated I love the landscape I can see for miles. As a community let's do our best to stop this from happening these solar fields will be literally boarding my land as well as many others!

I just attended the town board meeting in St. Joseph. XCEL's presenters came highly unprepared and did a poor job addressing concerns. I learned that 80-100 foot steel towers would likely be installed a few houses down from me--something there has been absolutely no communication about--decimating the rural, agrarian landscape and its skyline. XCEL struggled to answer the most basic questions they should have been prepared for, like how this project will affect housing values, drinking water, and the long-term impact on the environment. XCEL described their process for trying to acquire more land for the project, ending with that if they are unable to reach a deal with landowners, they have other tools such as condemnation to acquire land. This project is not in our community's best interest in needs to be stopped. XCEL was quick to comment about its "trust transition" for its workers if the King plant shuts down, but provided absolutely no trust transition for concerned community members. I am urging all governmental stakeholders to please ensure this project is not allowed to come to fruition. A large corporation should not be allowed to dictate what it believes the "public good" is when it will only benefit from its acquisition while the communities impacted will be left to suffer. We, the people, do not have the deep pockets, staff policy experts, and lobbyists this $38 billion dollar company has, and our voices, land rights, and ability to direct the future for our communities should not ignored because of this. Please ensure that this project is not allowed to move forward. XCEL already has a functional power plant and it is XCEL's decision to cease its operation in 2028. Their poor decision should not allow them to rip through our pristine lands. Based on local history in Minnesota, there will be unseen environmental costs, the degradation of our culture and way of life, and loss of irreplaceable farmland and natural habitats. Stop XCEL and let them know its project is not welcome in St. Croix County!

They are responding to MN drive to remove the King plant by destroying the beautiful WI countryside in a mistaken belief that this is carbon free “green “ energy. This will kill countless numbers of wildlife and interrupt their trails, breeding areas, and food supply.

Face it, we all need power, but it must be done the right way. I cannot support this pending solar power farm at this time. We have been shown all the positives, but have not been fully shown the negatives of this pending solar farm. * Solar Panels contain potentially hazardous materials that can leak into the environment when damaged or improperly disposed of or even installed incorrectly. * End of life disposal and recycling is not always possible because of the low grade type of glass used which does make recycling difficult. That's a lot of glass not able to be reused! *This solar farm is focused to use a lot of farm producing area and surrounding lands. This means potentially impacting agricultural land space and natural habitats, grazing, natural water drainage to aquifers, wildlife nesting and feeding areas, etc. *While this type of energy is promoted as consistent, our areas do not have reliable weather conditions to promote a reliable source of solar power. *There is a significant environmental impact when manufacturing it, this includes pollution from the production process, the us of toxic materials, the disposal challenges of old and broken panels from weather as well as end of life. These contribute to waste issues. The process of creating and transporting solar panels generates significant greenhouse gas emissions. * Toxic materials from panels contain potentially hazardous substance that can leak into the air, soil, and aquifers. * Solar farms, esp. large ones as this plan is proposing, can alter the heat and humidity levels in the areas. This can lead to kill off of native vegetation, harm animals that depend on it, and even interfere with the temperatures of surrounding wetlands and waterways as well as impact air quality. * Solar farms have been known to release soil borne pathogens into the air, which can contaminate water, harm wildlife, farm, and domestic animals. *Solar farms may require water for cooling and cleaning. This can strain water resources. *Solar glare can always cause issues when the panels and sun are just the right angle. This can cause issues with surrounding neighbors and highway travels. *When the solar farm is no longer deemed effective or necessary, who will be responsible for its clean-up? *Many of our power plants have spent a lot of tax dollars to upgrade and implement pollution and airborne toxins. This has not been truly addressed. They operate at a more efficiency level and are more reliable than solar power in our area. *Solar panels degrade yearly; the weather and air elements can cause them to degrade faster. From the time they are installed the begin this degrading process releasing substances into the air and lowering their % value of efficiency. They will not produce 100% continuously. I am a neighbor just across the boarder that knows the meaning of toxic plumes, superfund sites, aquifer contamination. While Xcel has some great ideas, I also am aware of the challenges our governing entities have placed before them with an extremely short timeline. I can't support resolving one pollution problem by creating another one. This needs to be thoroughly checked out. We are one of the grain and water belts of our country. We must keep it productive and not turn it into unusable land or water. Our country relies on us. Sheila I would like to see more information from Xcel Energy on these issues. I’ve lived in St.Croix county for 23 years. I’ve served part of the county for years still counting. Do we actually have analyzed data on its effects to this ground? Is the rumor true on how this project is really just because the state of Texas doesn’t pay its fair share and we have to supplement for that? Does Excel know that there will not be enough resources to control their sites if something like a fire occurred? Can you actually answer these critical questions instead of wasting time on word salads without data? Till excel actually answers questions, I will strongly oppose this project.

Solar and wind is not the answer for replacement of our power sources we rely on. Invest the money in true energy development and sustainability that focuses on the true cost of energy from the very start of the idea to the installation of the equipment and lifecycle of that equipment without grants and subsidies. Nobody looks at the true full cost from beginning to end and impact to the environment. We chose to live in this rural community for the beauty and nature. When I drive and see wind farms and solar farms it is just sad to see the landscape and I don’t want that to happen to our area.

It is affecting the people in St. Croix and surrounding areas, especially the cities! I feel for all the farmers who would lose their farms. How will they provide for their family, let alone the people that depend on them for their food? Not only that, but for their past and future generations of the farm land. It will be all gone! It is stressful to move a family. It is their heritage and leaving a legacy for their children and generations to come, it will be gone! Where are these people in this area going to move. Think about the people, their produce, their environment, their homes, and their lands! What about passing it down to their kids and their kids after, etc. to come that’ll be affected by this? We need farmers, farm land, and food which is getting more expensive. What is going to do to the supply and demand? Please don’t do this! Really pray over it, and think hard and long before you do this Solar Mall! Please do not go behind our backs and just do it! Put the people, and surrounding towns, and counties in mind! It is going to take multiple decades to pay this all off! So, is this a state thing, and do our state taxes go way up like they already have??

Xcel Energy quietly moved forward with this project, providing late notice of an open house “Q&A” in Hudson. After attending the open house, I left feeling poorly informed, or misinformed, and was alarmed at how far this project had already progressed. We built our home in this specific area due to the aesthetics of farms and farmland- hence the name of our development, “Farm View Ridge”. Acres of solar panels would greatly reduce our home price, and worse, destroy habitat and the very charm that inspired us to build our home here. This project offers a good example of a large company feeling empowered to do whatever it wants with little or no consideration for those who will be negatively impacted by their decisions, and without meaningful engagement with area homeowners.
