Remove LPR231 Norton Heath from the Draft Local Plan

The Issue

At a local consultation meeting on 04 November 2025, officers of Hinckley and Bosworth Council stated they had been advised by Nurton Developments that all the landowners within the proposed “Norton Heath” site had agreed their land is currently available for the development. The majority of landowners have, however, confirmed this is NOT in fact the case.

At this same consultation, residents were advised that if most of the land in the allocation is not available the site becomes undeliverable, the site is removed and does not proceed to Regulation 19. Residents were also advised that Compulsory Purchase Orders would not be used in these circumstances.

As the majority of landowners have now confirmed the above position, the developable area is significantly smaller. 

This uncertainty is causing stress for local farming families. People have a right to work and enjoy their land without pressure. Keeping an undeliverable site in the plan serves no purpose and reflects poorly on the Council. 

We therefore call on HBBC to remove LPR231 from the draft Local Plan immediately and confirm this in writing forthwith.
