Spanish government: Block the extradition of Pavlov!
The Issue
We, the undersigned, appeal to the government of Spain not to allow the extradition of Alexander Pavlov to Kazakhstan.
The urgency of the case is of paramount importance. We are aware of the fact that the demand for Pavlov's extradition made by Kazakhstan is politically motivated and the true reason behind it lies in Pavlov's close ties with circles that are critical towards the authoritarian rule of Nursultan Nazarbayev. We know that if extradited, Pavlov may face torture and even death as a result of attempts to force him him testify in a certain way. In relation to his case, a considerable number of Kazakhstan-based journalists, independent activists and their relatives are in danger.
This appeal is a part of the campaign to inform the Spanish government about the true reasons for the Kazakh authorities’ demand to send Pavlov to Kazakhstan and to raise awareness of the risks he and other people would face then. The timing of this appeal coincides with the end of the official visit of the Spanish Prime Minister to Kazakhstan. We were happy to note that the Spanish journalists asked Mr Rajoy about Pavlov during the visit. We feel it is crucial to emphasize, at this time, when new contracts are being agreed between Spain and Kazakhstan, that any cooperation must be based on respect for democratic standards and values. However, this is not presently guaranteed, due to the extradition treaty that exists between these two states. Surrendering Pavlov to Kazakh authorities would constitute a flagrant disregard for these standards.
Information about the political nature of the case slowly begins to get to people’s consciousness and to decision-makers. The Madrid court Audiencia Nacional is considering the change of its previous ruling, which approved the extradition. Judges have twice postponed the issue of a new judgment, wishing to comprehend the full context of the case. It's a good sign. But it’s also a moment when your vote of support is needed more than ever.
If the decision is negative, after all legal means have been exhausted, the government still has the right to make a political decision against extradition. We do feel that in the case of an unfavorable court verdict, it would be justifiable for the government to exercise this right.
