Provide a reasonable transition path from CCIE Voice to CCIE Collaboration

The Issue

The changes that happened to the lab between CCIE Voice v3 and CCIE Collaboration aren't enough to warrant invalidating the thousands of CCIE Voice engineers and the hard work and money they have invested into being certified. Many other CCIE tracks have undergone much larger changes and haven't had their certification pushed into retirement (obsoleteness). The re-certification every two years is supposed to prove that we have kept current on the technology, so why does such a minor change drop our certification?
