같은 학교, 다른 생존율? 교육부 장관은 시각 장애 학생들의 안전권 및 평등권을 보장하라.

현재 수리고등학교에는 화재나 지진 등 재난 상황이 발생했을 때 안내방송을 제외하고는 시각장애인 학생이 스스로 신속하게 대피할 수 있게 돕는 시설이 거의 없습니다. 이로 인해 시각 장애 학생들은 자신의 안전권과 평등권을 침해받고 있습니다. 2025년 말 기준 등록장애인은 262만 7,761명이며, 이 중 시각장애인은 전체 장애인의 9.3%를 차지합니다. 또한 UNDRR 조사에 따르면 주변 도움 없이 대피할 수 있는 장애인은 20%에 불과해, 재난 상황에서 시각장애인의 자력 대피를 보장할 시설이 반드시 필요합니다.
이처럼 학교 복도 시설 개선은 시각 장애 학생들의 생명과 직결되는 문제입니다. 모든 학생은 장애 유무와 관계없이 안전하게 교육받을 권리가 있으나 현재의 시설은 비장애 학생 중심으로 설계되어 있어 시각 장애 학생은 같은 수준의 안전을 보장받기 어렵습니다. 또한 학교는 교육만 하는 곳이 아니라 학생의 생명과 안전을 보호해야하는 공간이므로 재난 대응 시설 역시 모든 학생이 이용할 수 있도록 설계되어야 합니다.
따라서 시각 장애 학생의 안전권 및 평등권을 보호하기 위해서 전국의 초,중,고등학교의 복도 바닥과 계단에 비상구까지 이어지는 점자 유도 블록을 설치하고 복도 벽면과 계단 난간에 현재 장소의 위치와 비상구로 가는 길을 안내하는 점자 안내판을 설치할 것을 교육부 장관님께 요청드립니다.

Currently, Suri High School has few facilities to help visually impaired students evacuate quickly on their own, except for announcements in the event of a disaster such as a fire or earthquake. As a result, visually impaired students are infringing on their right to safety and equality. As of the end of 2025, 2,627,761 people were registered with disabilities, of which blind people accounted for 9.3 percent of all disabled people. In addition, only 20 percent of people with disabilities can evacuate without help from their surroundings, so facilities to ensure the self-evacuation of blind people in disaster situations are essential.
As such, improving school corridor facilities is a matter that is directly related to the lives of visually impaired students. All students have the right to education safely, regardless of whether they have a disability or not, but current facilities are designed around non-disabled students, making it difficult for visually impaired students to be guaranteed the same level of safety. Additionally, since schools are not just places for education, but spaces that must protect the lives and safety of students, disaster response facilities should also be designed to be available to all students.
Therefore, in order to protect the safety and equal rights of visually impaired students, we ask the Minister of Education to install braille guidance blocks leading to emergency exits on the floor and stairs of corridors across the country and install braille signs on the walls and stair railings to guide the current location and the way to the emergency exit.
