コロナ休校措置のある学校生徒に 義務教育として（そしてネグレクトや虐待防止の意味も含めて）Web授業を地域と連携して国が平等に提供してください。

(English comes later) 5月末までの休校が各地で継続的に行われています。ウイルスから、身を守る為には必要な措置と思います。
ですが、勉学の遅れだけではなく、各児童の安全も心配です。
休校を要請したご家庭は、ご両親が十分な教育と愛を持ってお子さんの面倒を見れる、幸せなご家庭と思います。
ですが、全ての家庭がそうとは限りません。
ご両親が様々な事情で家を空けなければいけなく、子供が一人で家にいて何をして良いかわからない。 果てはネグレクトによる放棄、放置など。
もともと虐待思考のある親で、この外出自粛により、さらに子供への虐待が悪化する。
5月初旬まで１ヶ月もあります。ウイルスだけでは片付かない、恐ろしい事態が発生する事をとても不安に思います。
少なくとも、平日の1日1回の子供のログインを通して、健康面の体調チェックの質問、勉学そのもの、Webcomにより実際に生徒を移し、心身の状態の確認（虐待防止のため）。 これらを各学校の担任の先生たちとのWebコミュニケーションによって少しでもウイルス以外の悲劇が起こらないように、平等に国の子供たちにWebによる授業を提供してほしい。 何時間もなくて良い、ただ1日1回、恵まれない家庭の子供が先生（もしくは自治体等でも良い）をコンタクトを持てる機会を作ってほしいのが切実な願いです。
コロナウイルスによる死亡記事は心痛む物ですが、それから派生する、病気以外の悲劇を見たくはありません。
要望
＊休校措置が取られ、その学校に通う子供がいる家庭へのWebルーターと、受信デバイスの配布。通信費、デバイス配布も無償で。
＊平日の指定時刻にアクセスさせ、安否確認と、簡易授業の提供ができるシステム。
＊何か子供に問題が起きた時には、子供が先生にアクセスできる為の緊急ボタンの設置をデバイス内にする
＊アクセスがない家庭には、学校側から電話もしくは緊急の為の訪問確認をする。
このようなシステムを早急に準備し配布をお願い致します。

THIS IS A PETITION to JAPANESE GOVERNMENT & BOURD OF EDUCATION
Co-vid 19 is influencing everyones live, it is same in Japan as well. Citizens are requested to stay home and stay safe. BUT staying home is NOT ALWAYS the SAFE matter for some family. Can you imagine if the children is abused or neglected by stressed parents.
School is the home for some students, in Japan, lunch is provided at the school so for some students lunch is only the food they can have. But now school is closed and all those unhappy children needs to stay home.
I would like to request our government and board of education that they should provide WEB SCHOOL to all the students of the school it is closed because of Co-vid 19.
In Japan, elementary school and Junior High School is compulsory education which the country and adults should provide equally to all children. But, this day only the wealthy and loving parent can provide education to their children. It is just unfair to the ones left out.
Please sign up and help our children in Japan. Japanese in general is so conservative to accept new tool, so many of the household provably will not provide education to their children. We should provide it equally to our children.
Help me to raise my voice loudly to our leaders. Thank you for your attention and support.
