في الوقت الذي يتعاطف فيه العالم مع الشعب السوري بعد كارثة الزلزال المدمر، فإن ما وصل إلى المنكوبين في الشمال السوري من مساعدات عاجلة ومنقذة للحياة مازالت ضعيفة، وهي بالنسبة لجهود الإنقاذ في المناطق المنكوبة في الشمال السوري منعدمة بشكل كامل.

إن كل ساعة تأخير في وصول المساعدات المطلوبة يعني فقدان المزيد من الأرواح البريئة، وزيادة التعقيد والتأخير في عمليات الإنقاذ، في ظل استمرار الهزات الأرضية الارتدادية، والدمار الذي طال آلاف المباني في إدلب وريف حلب الشمالي على وجه الخصوص، والذي تسبب في تشريد مئات الآلاف من المدنيين، الذين باتوا الآن بلا مأوى تحت ظروف جوية شديدة القسوة. بالإضافة للشح الواسع في المواد الغذائية وماء الشرب، بعد تعرض الطرق المؤدية إلى تركيا من معبر باب الهوى لأضرار فادحة. وتفاقم الوضع بسبب حالة الطوارئ في تركيا وانشغال الأصدقاء الأتراك بمعالجة الكارثة الضخمة في بلادهم التي خلفها الزلزال.

لقد تُرك الشعب السوري وحيدًا في مواجهة الزلزال، كما تُرك من قبل في مواجهة نظامه المستبد. ولقد عبرت الأمم المتحدة وأمينها العام عن التعاطف والاستعداد لتقديم المساعدات، لكنها ربطت ذلك بإجراءات بيروقراطية، تسببت في تأخير ملموس أودى بحياة الآلاف من العالقين تحت الأنقاض.

إننا ندرك أهمية الإجراءات البيروقراطية في المنظمة الدولية، ولكن يمكن معالجة ذلك بإجراءات استثنائية تنسجم مع فداحة الخطر وحجم الكارثة، حسب القانون الإنساني الدولي وميثاق الأمم المتحدة. خاصة مع ندرة الإمكانات لدى فرق الإنقاذ في الشمال السوري والمناطق المنكوبة، سواء من حيث معدات البحث والإنقاذ أو من حيث المواد الغذائية والخيم والبطانيات والمواد الطبية.

وبالنظر للضرورة القصوى لاتخاذ إجراءات دولية عاجلة في سوريا، نطالب بما يلي:

- عقد جلسة طارئة لمجلس الأمن وتفعيل آلية سريعة للاستجابة للطوارئ والأزمات، وتوجيه مبالغ إضافية بشكل عاجل من الصندوق المركزي للاستجابة لحالة الطوارئ التابع للأمم المتحدة [CERF]. وذلك لسد النقص الحاد في الموارد المالية اللازمة لعمليات الإنقاذ والحد من الأضرار.

- السماح بدخول المساعدات الطبية والإغاثية ومستلزمات الإنقاذ من كافة المنافذ البرية الممكنة في الشمال، أو عبر إنزال المساعدات جوا، وعدم حصر دخولها من منفذ باب الهوى.

- تفعيل آلية محددة لإيصال المساعدات برعاية الأمم المتحدة وإشرافها المباشر في الأماكن التي لا يمكن الوصول إليها، سواء بسبب تضرر الطرق في جنوب تركيا أو بسبب العوائق السياسية والميدانية.

- تعزيز الرقابة الأممية على آليات عمل مكتب تنسيق الشؤون الإنسانية في دمشق، للحد من الاستغلال السياسي للمساعدات وعمليات الإنقاذ، ومنع النظام من وضع يده على المساعدات وتوجيهها إلى غير مستحقيها.

- التواصل مع الحكومة التركية لتسهيل مرور شاحنات الإغاثة ومعدات الإنقاذ، ورفع جميع العوائق الإدارية واللوجستية التي تمنع الوصول السريع للمساعدات إلى الداخل السوري.

Calling on the UNSC to Take Urgent Action to Save Syrians

At a time when the world sympathises with the Syrian people after the catastrophic earthquake, the urgent and life-saving aid that has reached Northern Syria is still weak and restricted, while aid to the rescue efforts in the devastated areas in Northern Syria is completely non-existent.

Every hour of delay in the arrival of the urgently and vitally needed aid means the loss of more innocent lives. A delay which increasingly complicates and hinders rescue efforts and operations. This is exacerbated by the following aftershocks, and the vast destruction that affected thousands of buildings in Idlib and north Aleppo in particular, and led to the displacement of hundreds of thousands of civilians who are now homeless under very harsh weather conditions. Adding to the widespread scarcity of food and drinking water due to the severely damaged roads linking Northern Syria with Turkiye through the Bab al-Hawa crossing. The situation was further exacerbated by the state of emergency in Turkiye and the preoccupation of Turkish friends with dealing with the aftermath of this huge catastrophe.

The Syrian people were left all alone in the face of the disastrous earthquake, exactly as they were left all alone before in the face of their tyrannically criminal regime. The United Nations and the Secretary-General expressed sympathy and willingness to provide aid; however, the attached bureaucratic procedures caused significant delays that claimed the lives of thousands of people trapped under the rubble.

We are aware of the importance of bureaucratic procedures in the framework of international organisations, but desperate times call for desperate measures. The severity of the situation and the scale of the disaster dictates special procedures according to International Humanitarian Law and the Charter of the United Nations. Such exceptional procedures are gravely necessitated by rescue teams working in devastated areas in Northern Syria, while in dire need for search and rescue equipment, as well as food, tents, blankets and medical supplies.

 

Therefore, we urgently demand the following international actions:

- Holding an emergency session of the Security Council, to activate a mechanism for rapid emergency and crisis response, and to immediately direct additional funds from the United Nations Central Emergency Response Fund [CERF], in order to mitigate the acute shortage of financial resources vital for rescue operations and damage control.
- Allowing the entry of relief and rescue aid, and medical supplies from all possible land ports in the north, and/or by airdrops; to end the limitation of Bab al-Hawa border-crossing as the only port of entry.
- Activating a specific mechanism to deliver aid under the auspices and direct supervision of the United Nations to all inaccessible areas, whether due to damaged roads in southern Turkiye or due to political logistical obstructions.
- Imposing a strict international oversight of the work mechanisms at the Office for the Coordination of Humanitarian Affairs in Damascus, in order to restrain all political blackmail and exploitation of humanitarian aid and disaster relief, to prevent misuse or misdistribution of international aid by the corrupted institutions of the Assad regime.
- Coordinating with the Government of Turkiye to facilitate the passage of humanitarian aid and rescue equipment, and to eliminate all administrative and logistical obstacles that could prevent the swift arrival of aid to Northern Syria.
