Petition Text:

The deliberate and nationwide shutdown of internet and telecommunications services in the Islamic Republic of Iran, carried out during the violent suppression of peaceful protests, represents far more than a technical restriction on connectivity. It constitutes a direct and dangerous violation of fundamental human rights and raises serious concerns about the failure of the international community to uphold its shared responsibility to protect those rights.

At a moment when civilians are being injured by live ammunition and hospitals and emergency facilities are overwhelmed, cutting off access to communication places lives at immediate risk. Internet and telecommunications services are not a luxury in such circumstances; they are essential for emergency medical coordination, access to critical information, contact with family members, humanitarian assistance, and independent reporting. Their intentional disruption creates conditions in which serious human rights violations can occur unseen and unaccounted for.

These internet shutdowns do not constitute an isolated or unprecedented measure. They follow a well-documented and recurring pattern employed by the Iranian authorities during previous nationwide protest movements, including the December 2017–January 2018 protests (2017–2018), the November 2019 protests (2019), and the Woman, Life, Freedom movement of 2022. In each of these instances, communication blackouts were deliberately used to conceal the scale of violence, obstruct independent reporting, and facilitate serious human rights violations, including unlawful killings.

These actions are incompatible with Iran’s obligations under international human rights law, particularly the International Covenant on Civil and Political Rights (ICCPR), to which Iran is a State Party. Under Article 2 of the Covenant, the State is required to respect and ensure the rights of all individuals within its jurisdiction. Systematic communication shutdowns undermine this obligation by preventing individuals from exercising and protecting their rights.

The shutdowns also directly implicate Article 6 of the ICCPR, which guarantees the inherent right to life. By obstructing access to emergency services, medical coordination, and lifesaving information, the deliberate disruption of communications places civilian lives in jeopardy. In such contexts, these measures cannot be viewed as neutral or incidental; they have real and potentially fatal consequences.

Furthermore, blanket and nationwide internet shutdowns constitute a clear violation of Article 19 of the ICCPR, which protects the right to freedom of expression and the freedom to seek, receive, and impart information through any media of one’s choice. Such sweeping restrictions fail to meet the fundamental requirements of legality, necessity, and proportionality under international law.

By silencing communication, these measures also obstruct independent reporting and the documentation of abuses, contributing to impunity for serious and ongoing human rights violations.

For these reasons, we call upon the United Nations, its relevant bodies and mechanisms, and the International Telecommunication Union to recognize the gravity of this situation and to act without delay.

 
Our Demands:

We respectfully urge the international community to:

Demand the immediate restoration of full, unrestricted, and nationwide access to internet and telecommunications services in Iran;
Publicly condemn the use of internet shutdowns as a tool of repression and collective punishment;
Exert sustained diplomatic and institutional pressure on the Islamic Republic of Iran to comply with its obligations under international human rights law;
Support accountability efforts for human rights violations facilitated by communication blackouts.
Failure to take meaningful action risks enabling further loss of life and the continued erosion of fundamental human rights.

 
Call to Action:

We call on individuals, civil society organizations, journalists, and human rights defenders around the world to support this petition and to stand in solidarity with the people of Iran in defence of human dignity, the right to life, and fundamental freedoms.

قطع عمدی و سراسری اینترنت و خدمات ارتباطی در جمهوری اسلامی ایران، که هم‌زمان با سرکوب خشونت‌آمیز اعتراضات مسالمت‌آمیز اعمال می‌شود، صرفاً یک اقدام فنی، اداری یا امنیتی نیست. این اقدام، حمله‌ای مستقیم به حقوق بنیادین بشر و عاملی جدی در به‌خطر افتادن جان انسان‌هاست و در عین حال آزمونی برای مسئولیت‌پذیری جامعه جهانی در قبال تعهدات حقوق بشری خود به شمار می‌رود

در شرایطی که شهروندان با گلوله جنگی زخمی می‌شوند و بیمارستان‌ها و مراکز درمانی با موج مجروحان روبه‌رو هستند، قطع دسترسی به اینترنت و ارتباطات، جان افراد را به‌طور فوری در معرض خطر قرار می‌دهد. ارتباطات در چنین وضعیتی یک امکان لوکس یا ثانویه نیست؛ بلکه برای هماهنگی فوریت‌های پزشکی، دسترسی به اطلاعات حیاتی، ارتباط خانواده‌ها با یکدیگر، کمک‌رسانی انسانی و اطلاع‌رسانی مستقل، نقشی حیاتی و نجات‌بخش دارد. قطع عامدانه این ابزارها، عملاً راه را برای وقوع و تداوم نقض‌های جدی حقوق بشر در سکوت و تاریکی هموار می‌کند

قطع اینترنت در ایران یک اقدام موردی یا استثنایی نیست، بلکه بخشی از یک الگوی تکرارشونده و مستند است که در اعتراضات سراسری پیشین نیز به‌کار گرفته شده است. در اعتراضات دی‌ماه ۱۳۹۶ (۲۰۱۷–۲۰۱۸)، آبان ۱۳۹۸ (۲۰۱۹)، و جنبش «زن، زندگی، آزادی» در سال ۱۴۰۱ (۲۰۲۲)، قطع سراسری اینترنت به‌طور سیستماتیک برای پنهان‌سازی ابعاد خشونت، جلوگیری از اطلاع‌رسانی مستقل و تسهیل ارتکاب نقض‌های جدی حقوق بشر، از جمله کشتار معترضان، مورد استفاده قرار گرفت. این سابقه روشن، هرگونه تردید یا ادعای «نبود اطلاعات کافی» را بی‌اعتبار می‌سازد.

این اقدامات با تعهدات ایران ذیل حقوق بین‌الملل حقوق بشر، به‌ویژه میثاق بین‌المللی حقوق مدنی و سیاسی، که ایران به آن پیوسته است، مغایرت آشکار دارد. بر اساس ماده ۲ این میثاق، دولت‌ها موظف‌اند حقوق مندرج در آن را برای همه افراد تحت صلاحیت خود محترم شمرده و تضمین کنند. قطع سیستماتیک ارتباطات، این تعهد بنیادین را تضعیف کرده و مانع بهره‌مندی مؤثر افراد از حقوق خود می‌شود

علاوه بر این، این اقدام مستقیماً حق حیات، مندرج در ماده ۶ میثاق را نقض می‌کند. مسدود شدن دسترسی به خدمات اضطراری، هماهنگی درمانی و اطلاعات نجات‌بخش، جان غیرنظامیان را در معرض خطر واقعی قرار می‌دهد. در چنین شرایطی، قطع اینترنت را نمی‌توان اقدامی خنثی یا بی‌اثر تلقی کرد؛ این اقدام پیامدهای انسانی مستقیم و بالقوه مرگبار دارد

همچنین، قطع سراسری و گسترده اینترنت نقض آشکار ماده ۱۹ میثاق است که حق آزادی بیان، از جمله حق جست‌وجو، دریافت و انتشار اطلاعات از طریق هر رسانه‌ای را تضمین می‌کند. چنین محدودیت‌هایی با اصول قانونی بودن، ضرورت و تناسب در حقوق بین‌الملل سازگار نیستند

خاموش کردن ارتباطات، هم‌زمان امکان گزارش‌دهی مستقل و مستندسازی نقض‌ها را از بین می‌برد و به تداوم مصونیت از مجازات برای ناقضان حقوق بشر دامن می‌زند. در این شرایط، سکوت یا بی‌عملی نهادهای بین‌المللی، خود به عاملی در تداوم این چرخه خطرناک بدل می‌شود

 
مطالبات ما
ما از جامعه جهانی، افکار عمومی بین‌المللی، و تمامی سازمان‌ها و نهادهای ذی‌ربط بین‌المللی، به‌ویژه نهادهای سازمان ملل متحد و اتحادیه بین‌المللی مخابرات، انتظار داریم که مسئولیت قانونی، اخلاقی و اجتماعی خود را به‌طور فعال ایفا کرده و

 به‌طور فوری و علنی، قطع سراسری اینترنت و خدمات ارتباطی در ایران را به‌عنوان نقض جدی حقوق بشر محکوم کرده و خواستار بازگرداندن کامل، بدون محدودیت و فوری دسترسی به ارتباطات شوند؛

 از تمامی ابزارهای دیپلماتیک، حقوقی و نهادی در اختیار خود برای اعمال فشار مؤثر بر جمهوری اسلامی ایران به‌منظور توقف فوری قطع اینترنت و جلوگیری از تکرار آن استفاده کنند؛

 قطع اینترنت را به‌درستی به‌عنوان ابزاری برای سرکوب، پنهان‌سازی خشونت و تسهیل نقض‌های جدی حقوق بشر به رسمیت بشناسند، نه یک اقدام فنی یا امنیتی؛

. از اطلاع‌رسانی آزاد، مستندسازی مستقل و تلاش‌ها برای پاسخ‌گویی و مسئولیت‌پذیری در قبال نقض‌های حقوق بشری که در سایه قطع ارتباطات رخ داده‌اند، حمایت فعال و عملی به‌عمل آورند

.سکوت، بی‌عملی یا واکنش‌های صرفاً نمادین در برابر این اقدامات، به‌معنای چشم‌پوشی از مسئولیت بین‌المللی و مشارکت غیرمستقیم در تداوم نقض‌های جدی حقوق بشر خواهد بود
