نحن الموقعون أدناه نعبر عن قلقنا البالغ و حزننا الشديد تجاه مخطط تدمير أجزاء من جبانات القاهرة التاريخية والذي سيتم كجزء من مشروع تشييد شبكة للطرق والمحاور السريعة بمدينة القاهرة الكبرى. سيقوم هذا المشروع حال تنفيذه باختراق منطقة المقابر التاريخية بالكباري العلوية وتفتيت نسيجها العمراني وتشويه طابعها المتجانس، فضلاً عن الاطاحة بمئات من الكنوز القيمة للعمارة الجنائزية للمسلمين في العالم.

تقوم هذه التدخلات على تجاهل كامل للقيمة العالمية الاستثنائية لمنطقة المقابر كجزء حيوي من القاهرة التاريخية، المسجلة على قائمة اليونسكو للتراث العالمي منذ عام 1979. كما انها تمثل تهديدا كبيرا، ليس فقط لكونها أحد المعالم الرئيسية لمدينة  القاهرة وجزءا من مشهدها الحضري ولكن  باعتبارها اهم و  أكبر تجمع جنائزي  إسلامي ظل مستخدما لهذا الغرض على مدار ١٣٤٠ عاما.

تضم هذه الجبانات مجموعات متنوعة من الأضرحة، المتفاوتة من حيث الحجم بين الصغر والضخامة، والتي تنتمي لجميع الحقب التاريخية منذ العصور الوسطى وتعكس أهم القيم المعمارية والجمالية للفن المملوكي.  وما زالت عجيبة الدنيا تلك، كما وصفها الرحالة  ابن جبير عام ١٢٧١م تسحر الزائرين وتثير اعجابهم الي يومنا هذا. اما مدافن ملوك مصر و ملكاتها و نخبتها السياسية و الثقافية و الأسر الكبري من الارستقراطية و البرجوازية، التي تحاكي عمارتها المجموعات الأثرية الجنائزية، فلا تقل قيمة عن سابقتها،من حيث خصائصها المعمارية والبنائية. كما تشير في القام الأول إلى استمرارية التراث والمادي وغير المادي للمصريين القدماء.

وبالتالي فإن أي تعدي على الجبانات التاريخية يشكل انتهاكًا لقوانين الحفاظ التي سنتها الدولة واعتداءًا على هيكل المدينة التاريخية ككل، وهذا بدوره له تداعيات خطيرة على القاهرة التاريخية –كممتلك للتراث العالمي.

لذا، فان الموقعين ادناه يطمحون ان يتم التخلي عن هذا المشروع لتجنب عمليات الهدم وانتهاك المواثيق الدولية، مع اتاحة الوقت للتفكير في الحلول البديلة، التي تهدف الى الحفاظ على الإرث الحضاري وما تبقى من ذاكرة المكان.

نحن نتفهم تماما مبدأ المنفعة العامة الذي يتم الإستناد اليه دائما في جميع حالات التجديد العمراني، ولكن لا ينبغي أن يتم هذا على حساب التراث الثقافي للأمة سواء كان قديمًا أو حديثًا. ان العالم يراقب ا بقلق هدم ما يعتبره العديد من المتخصصين موقعاً لا يقل أهمية عن "وادي الملوك والملكات" لمصر القديمة، فضلاً عن أولئك الذين سيتم تدمير مقابر عائلاتهم. فهل نتجرأ يوماً ما على هدم مقابر طيبة أيضًا؟

هل هناك بدائل؟

نعم هناك الكثير من البدائل والخيارات الأخرى، التي يمكن اقتراحها منها علي سبيل المثال، إنشاء أنفاق تحت الأرض في أجزاء محددة من منطقة الجبانات. ويعتبر هذا الحل توافقي، وسوف يجنبنا خسارة هذا التراث المتميز، المحبب لدى جميع المصريين، والمحمل بكثير من قيم العمارة العربية والإسلامية.

We, the undersigned are expressing our great concern and deep sadness
  concerning the planned demolition of parts of Cairo’s medieval Necropolis” within an ambitious roads network project. This project is a traffic thoroughfare that crosses, encircles, penetrates the city of the dead, deforming its urban tissue, destroying its homogeneity, and bulldozing hundreds of valuable treasures of the funeral Muslim architecture in the world.

These interventions deny the exceptional universal value of the City of the Dead as a part of Historic Cairo, one of the UNESCO World Heritage Site, registered since 1979. It challenges its position not only as a major feature of the city’s urban landscape but also as the most important Islamic necropolis that has remained in continuous use as a graveyard for 1340 years. With monumental and smaller-scale mausoleums from all eras since early medieval times and boasting some of the finest examples of Mamluk architecture this wonder of the world as described by the traveler Ibn Jubair in 1271 still fascinating the visitors today. The more recent tombs of Egyptian rulers, aristocracy, and bourgeoisie that echo these medieval monuments are of no lesser importance in their architectural and construction qualities, it marks the continuity of the intangible and tangible heritage of the ancient Egyptians. 

Thus, any encroachment on the historic cemeteries constitutes a violation of the law and an attack on the integrity of the historic city as a whole, which has very serious repercussions from the position of Historic Cairo - World Heritage Property.

We hereby, request the decision-makers to review this project to avoid demolitions and international convention violations, in order to reflect on alternative solutions aimed at safeguarding what remains of the memory of these places.

We fully understand the demands of the public interest, an argument justifying all acts of urban renewal. But, it should not come at the expense of the nation’s cultural heritage whether ancient or modern. The world is watching with concern at the demolition of what is considered by many scholars to be a site just as important as the “Valley of the Kings and Queens” - to say nothing of those whose family tombs will be desecrated. Do we dare demolish the Necropolis of Thebes too one day?

Were there other alternatives?

Yes, there are many other options to be suggested to create underground tunnels in these sections of the necropolis. This is a common solution that should avoid the loss of a heritage beloved by all Egyptians and of great value in Arab and Islamic architecture.
