MAKE IMMEDIATE CHANGES /EXPEDITE TRAFFIC STUDY re: hazards at 875E/400S intersection.
The Issue
NOTE:
Since the original issuance of this petition, the Town of Zionsville has implemented several signage additions. As a result, this petition description has been edited and updates have been issued with dates of changes noted.
As of April 2023, the intersection of 875E and 400S continues to pose safety issues evidenced by repeated multiple serious crashes and near misses. From April 25, 2023 through May 1, there were 3 side impact collisions, some serious with cars being totaled.
As traffic increases due to the new elementary school, parks, and surrounding subdivisions, this risk has and will likely increase exponentially. The planned Oak Street detour beginning June 1, 2023 will be another factor that will add risk to drivers in the area.
There are several factors that need to be addressed, including, but not necessarily limited to:
1) Questionable jurisdiction of entire intersection and who is responsible for safety assessment and modifications. Boone County Highway Department is responsible for the north side of 400S while Zionsville Street Dept is responsible for south side of 400S. This complicates the process or road improvements as the County and Town must collaborate for any and all changes north of 400S.
2) Private residence-owned mature evergreen tree line at the north corner of 400S which obstructs view on east leg of 400S.
Update: These trees have since been trimmed, greatly improving the view of opposing traffic.
3) There is failure by some drivers to recognize that this is not a 4 way stop and they proceed to drive as if it were.
2021 UPDATE: LEFT side and right side STOP AHEAD signs and a left hand STOP SIGN were added to the 400S east leg. There were also "CROSS TRAFFIC DOES NOT STOP" signs added to both legs of 400S.
2023 UPDATE: Since the signage additions, accidents have continued to happen and in 2023 have been trending upward. A blinking RED STOP SIGN used commonly in more rural areas of the county and/or grated pavement rumble strips prior to intersection may be helpful if not life-saving as traffic increases in the near future.
SUGGESTIONS:
1. Clarify who has jurisdiction at this intersection as a whole so a safety study can be conducted per local established procedures. Expedite safety study ASAP.
2. UPDATE SIGNAGE TO BETTER ALERT DRIVERS who may not see signs or see signs too late. Consider blinking LED STOP signs or stop beacon on both legs of 400s
3. Assess line of sight visibility from west leg 400s (north of Pulte) especially utility boxes. Note location of stop bar with relation to point of clear visibility of cross traffic for 400s west leg. Possibly add raised crosswalk and paint crosswalk prior to stop sign.
4. Reduce speed on 400s west leg to 30 mph to match east leg.
5. Reduce speed on 875 to 30 mph DURING RUSH HOURS when most accidents occur. Achieve this by extending school limit speed sign north to the Pulte/Rock Bridge entrances. This will match the speed of 975 which is similar in traffic to 875.
6. Increase patrols during rush hour and enforce speed limits and no texting laws.
7. Least likely but if accident rate and severity continues, consider 4 way stop (least popular but if no resolution with above suggestions).
