7th September 2020 we saw York City Council close off Lowther street and Penleys Grove Street to the public to essentially make it more pedestrian/bike friendly with less carbon emissions.

This has now become more problematic. Over the past week I have seen emergency services struggle to get to people that need it, not been able to get up and down both streets, along side deliveries in big lorry's that can't get round tight corners.

  • A resident commented on social media saying "in less than an hour i saw 3 ambulances having to divert back on themselves and lorries having to practically do a 33 point turn in the road just to get round a corner!"

The elderly/disabled will have to travel further for their daily goods if business's close their doors.

General public have moved planters that were made to block off the street or have been damaged by vehicles to get from A to B on their route, these have since been upgraded to concrete blocks and fencing. Residents/pass a by's cut through on their route to work etc to make their journey alot quicker, instead there stuck in traffic down Lord Mayor's Walk for an hour and a half that would normally take them +15 mins in the car/public transport. Now causing chaos on other city streets. Making more congestion, more emissions and is now more time consuming!

The changes have also removed a lot of parking spaces from the streets. Where do residents now park that have permits to be able to park in the area?? Will they be refunded?? I very much doubt it.

(8/9/20) Just to add to the controversy, a week after the scheme started. Local residents were seen with their household waste still outside there doors in the evening in The Groves due to the bin men not able to complete their rounds in a timely manner as they were not able to gain entry. This will now attract local pests.

Winter 20/21 Due to the lack of space in the groves the road gritters are now not coming through to spread the roads. Which it is making it unsafe for residents to cross road and the vehicles now having to take extra precautions due to lack of surface grit. This can now cause accidents making it unsafe for everybody.

It is an 18-month trial. Transport lead on City of York Council Cllr Andy D’Agorne said he thought it would become permanent.
