legalize pitbulls in New Zealand

The issue

In New Zealand, the  American Pit Bull Terrier, Dogo Argentino, Brazilian Fila, Japanese Tosa and Perro de Presa Canario are banned from importation but also banned from breeding because they are unjustly deemed as "dangerous breeds".These are dogs which were, for the most part, bred for fighting, and they are intimidating looking dogs. However, to say that it is impossible for these dogs to be anything else is simply untrue. These are the dogs that we see in the news for being violent and attacking people, especially Pitbulls. Because of this, we assume them to be dangerous breeds, as does the New Zealand Government. However, the dogs with the worst reputations are often guilty of the most dog attacks not because they are inherently violent, but because they are bought and trained for the purpose of being aggressive. And the reason that they are a popular choice for this role is that they are so often portrayed as such in the media. It is a vicious cycle.“Aggression is not simply a product of breed and breed isn’t a reliable predictor of aggression. As a behaviour, aggression is very complex. Whether or not a dog uses aggression is influenced by a range of factors including how they were bred and reared and their experiences throughout their lifetime,” the RSPCA said in a report called 'Breed Specific Legislation - A Dog's Dinner'.We need to start looking past the stereotype of a breed, and realise that a dogs behaviour is down to the owner.

Ends breed specific legislation, starting with of section 30A (1) of the Dog Control Act of 1996

I wish to make pitbulls legal and un muzzled in New Zealand because they have been classified as Menacing dogs (A dog can be classified as  menacing either by its breed or behaviour.)Menacing by breed means the dog control Act automatically classifies dogs that are wholly or predominantly of these breeds as menacing, no matter how they behave individually.(American Pit Bull Terrier,Brazilian Fila,Japanese Tosa, Dogo Argentino  de and Perro Presa Canario) are breeds that do not have choice but instantly classified as dangerous or menacing dogs.
