WV residents only: I DO NOT support drug testing West Virginians who receive government assistance

The Issue

Drug testing recipients of government assistance is unconstitutional, an enormous waste of time and money, and does nothing to address the very real drug and addiction problem. West Virginia does not currently drug test recipients of government assistance, and we want to keep it this way; we wish to ensure that West Virginians are NEVER subject to such a wasteful and harmful policy.

In an effort to make sure taxpayers aren't "subsidizing drug addiction," Florida Governor Rick Scott signed legislation to drug test all adults applying for welfare assistance. The new policy, which took effect July 1, turned out to be a huge waste of time and money when 98% of those tested came back clean;

West Virginia can learn from Florida's experience by NOT implementing such a misguided  policy here. Rick Scott's drug testing program cost Florida $178 million (according to http://www.theroot.com/buzz/98-welfare-applicants-pass-drug-test), and that's just to identify drug users, not to fix the drug/addiction problem. $178 million would be much better spent on drug education, prevention, and rehabilitation programs; actually FIXING the problem instead of isolating the people who need treatment.
