When there is a serious shortfall in the provision of essential services there is a legal requirement for them to acknowledge this.
Professionals staff are requires (without fear of retribution) to pass on any identified shortfalls in meeting demand.
Staffing Cutbacks, delays in recruitment of replacement staff, and ill health absences, invariably put additional workloads and stress on remaining staff.
Professional staff are expected to report these shortfalls to the Managers/Line Manager. Manager themselves are often under pressure to 'manage' best they can with those remaining and stay silent.
That pressure often starts from the top and trickles down so that Managers and Professional Staff are under increased pressures. Many become ill and others resign.
Those who are left are often new to the post, less experienced and sometimes less committed. The way they have to operate is tom cut corners, remain silent and even blame the clients.
The end result means that Executives and Councilors are often operating in the dark, are poorly informed, or themselves make excuses rather than acknowledge that there is a problem.
As a result, the Council Membership Media, Community at large and Central Government are not fully informed of these serious and detrimental shortfalls. Many actually do not want to know.
This is Unlawful and needs to be challenged, It also means that many staff experience Bullying, Intimidations and Disciplinary actions because they spoke up. This is dangerous conduct and needs exposing.
