It has been brought to the attention of the residents of Westport that the local health Director, Mark A. R. Cooper, has been, and is, inappropriately operating the Westport Weston Health District.

For greater than 2 years, an ongoing rodent infestation has been occurring at the local health department, the same location that COVID-19 vaccines, other vaccines, and healthcare services take place (WWHD.org).  At the health district rodent feces has been reported by their staff to be found in desk drawers, on the floors, and in boxes (some droppings are reported to have been there greater than 2 years, and perhaps even 3 to 4 years). Mr. Cooper has continued to refuse to hire appropriate cleaning services or extermination services.  The Clinic Director, Dr. Louis D'Onofrio Jr, has raised these concerns to the board, as well as reported over $76K of unaccounted for health clinic funds that Mr. Cooper can not account for and an investigation was launched.  The WWHD board not only was aware of the ongoing rodent infestation and uncleaned fecal matter that has been stagnant for over 2 years in some locations, but they appointed Mr. Cooper in charge of his own investigation regarding unaccounted for funds (as Mark is also the treasure and Health Director). When Dr. D'Onofrio Jr. made his reports to the local authorities and the board he was soon targeted by Mr. Cooper and ultimately Dr. D'Onofrio Jr left his position at the District due to Mark's inappropriate leadership, ongoing office environmental health risks, and Mark Cooper's punitive punishments directed towards Dr. D'Onofrio Jr.

In addition to the above ongoing claims, Mr. Cooper has been reported to have not been wearing a mask in the office during work hours during the entire pandemic, which created anxiety to patrons and staff. Mr. Cooper was also reported to have been traveling outside of Connecticut, at the peak of the COVID-19 pandemic, for long weekends, to attend his other home out of CT state without properly isolating per CT DPH recommendations. Mr. Cooper also did not assign a temporary health director in his absence when leaving our community to vacation, leaving us citizens without leadership during a traumatic time in history. 

We demand better and demand that Mark Cooper be removed from his position immediately due to his ongoing lack luster commitment to our community and blatant disrespect for our local public health. We request a Director of Health, not a politician, to be at the helm of our community health department.
