Throughout history, borders are constantly being redrawn and renegotiated. In the past, royal families and dictators used their armies to gain independence or claim new land, but in a 21st century Western democracy, citizens rely on diplomacy and referendums.

What are the functions of a state?

Since the ANC came to power in 1994, they have failed in almost every function they are expected to provide.

  • Safety: The failure of the South African Police Service is clearly evident in not only ministerial governance, the crime statistics or the conviction rate but also in the substantial investments citizens are forced to make in their own safety at home and at work.
  • Infrastructure: Arguably the most important function of the state is to provide civil infrastructure in the form of electricity, water, sanitation, roadworks, public transport, planning etc. under State Owned Enterprises – most of which are plagued by incompetence, corruption and mismanagement.
  • Healthcare: The COVID-19 pandemic exposed the state for its level of preparedness and its ability to care for South African citizens. The national healthcare program forces individuals to subscribe to expensive private healthcare services and insurance programs.
  • Education: The amount of children who entered grade 1 in 2007 vs the matriculants who graduated grade 12 in 2019, puts the effective national pass rate at 19%.
  • Business Friendliness: The ANC’s economic policy supports an anti-free market sentiment and is enforced by policies under Black Economic Empowerment (BEE), Expropriation without Compensation (EWC), Radical Economic Transformation (RET) and the Labour Relations Act that includes the minimum wage.
  • Defence: As a sovereign nation, a government is expected to protect its citizens from foreign or internal disruption. The South African National Defence Force is not only plagued by scandal like the infamous Arms Deal or the economic collapse of Denel, but also in its ability to function as a deterrent.
