The Issue

We, the homeowners of the West Ranch community in Friendswood, Texas, request action from the HOA to restore full aeration and address visible algae and vegetation growth in the 17+ acre retention pond in the neighborhood.

Two of the five fountains have been nonfunctional for months and have not been repaired or replaced. Over the course of the past 2 years, the increasing time between repairs has caused on-going issues with the water quality and usability of the pond for residents.

Since their failure, residents have observed:
• Noticeable algae and aquatic-plant growth expanding across the pond surface.
• Increased mosquito and no-see-um activity.
• Declining water clarity and odor concerns.

These fountains are part of the engineered stormwater system required to prevent stagnation and maintain healthy water circulation. The HOA has adequate funds but has not acted.

We request that the HOA Board:

Replace or repair the two failed fountains, or install an equivalent aeration system.

Remove all abandoned fountain structures and cables.

Begin quarterly water-quality, vegetation, monitoring as well as insect-monitoring efforts and developing a plan to treat and control the increasing midge population around the pond and neighborhood.

Provide a clear maintenance plan and timeline to homeowners to ensure continued compliance with Friendswood drainage standards as well as a plan to improve the insect problem surrounding the lake.

Taking action now will restore pond health, meet Friendswood drainage standards, and preserve community appearance and property values.
