The United States Senate Committee on Health, Education, Labor and Pensions began in 1869 as the Committee on Education and in 1884 through the mid-1900s it was known as the Education and Labor Committee. In 1999, then Chairman James Jeffords of Vermont, worked to officially name it the Health, Education, Labor and Pensions (HELP) Committee.
Today the Committee is led by Patty Murray (D-WA) and Ranking Member Richard Burr (R-NC) and is comprised of 22 Senators; 11 Democrats and 11 Republicans. Under their leadership, the Committee is composed of three subcommittees, which have a broad jurisdiction over our country's health care, education, employment and retirement policies.
Jurisdiction
Rule 25, of the Standing Rules of the Senate, States the Committee's Jurisdiction to be the following: Committee on Health, Education, Labor and Pensions, to which committee shall be referred all proposed legislation, messages, petitions, memorials, and other matters relating to the following subjects:

More than 2.5 million people dedicated to public service, including many educators, have their Social Security benefits reduced—or lose them entirely—due to the Windfall Elimination Provision (WEP) and Government Pension Offset (GPO).
The WEP reduces the Social Security benefits of people who work in jobs covered by Social Security and jobs NOT covered by Social Security over the course of their careers—for example, educators compelled to take part-time or summer jobs to make ends meet.
The GPO reduces the Social Security spousal or survivor benefits of people who get a government pension (federal, state or local) but did NOT pay Social Security taxes themselves.
The reduction of Social-Security benefits, that can be as much as $512 or survivor benefits being total eliminated in some cases. Representative Mike Johnson of Louisiana calls the legislation criminal.
