We want to participate in the future of the European Union, Mr Draghi!
In September of last year, the President of the European Commission, Ursula Von der Leyen, commissioned the economist Mario Draghi, former President of the European Central Bank, to draw up a report on the competitiveness of the European Union. This report has already been sent to the Commission, but the Institution, shielding behind the upcoming European elections, has not made it public.
At the Finsalud Foundation we have taken action. Joining the measures already taken by thirteen European associations, we have presented a request asking the European Commission to make this report public.
In the words of Fernando Zunzunegui, President of the Finsalud Foundation: "in the face of the European elections, we must discard attitudes that remind us of enlightened despotism, such as the opacity surrounding the crucial Draghi Report, which distances citizens from the European Institutions".
Mario Draghi is one of the main candidates for the Commission presidency. He is Ursula Von der Leyen's great rival. His vision of the future of Europe calls for radical changes to promote the competitiveness of the Union and the content of his report could mark the next European legislature.
In his speech during the Conference on the European Pillar of Social Rights on the 16th of April, Draghi advanced part of the philosophy of his report. It identifies measures that, if implemented, will directly affect European consumers and citizens and and their financial well-being.
The holding of elections does not justify this decision by the Commission. The Treaties on which the European Union is built recognise the duty of the Institutions to act in a transparent manner and the right of citizens to participate in the European legislative process.
The purpose of our request is to be able to study and analyse in detail the measures included in the Report, as well as their possible impact on citizens, and to submit comments to the Institution.
To assert our rights as citizens of the Union, we need to know the full content of the Draghi report.

La Presidenta de la Comisión Europea, Úrsula Von der Leyen encargó en septiembre del año pasado al economista y expresidente del Banco Central Europeo Mario Draghi, que elaborase un informe sobre la competitividad de la Unión Europea. Este informe ya se ha remitido a la Comisión, no obstante, la Institución escudándose en las próximas elecciones europeas, no lo ha hecho público.
Desde la Fundación Finsalud hemos tomado “cartas en el asunto”. Uniéndonos a las medidas ya adoptadas por trece asociaciones europeas, hemos presentado una solicitud requiriendo a la Comisión Europea para que haga público este Informe
En palabras de Fernando Zunzunegui, Presidente de la Fundación Finsalud: “ante las elecciones europeas hay que descartar actitudes que nos recuerdan al despotismo ilustrado como ocurre con la opacidad que rodea el crucial Informe Draghi y que alejan a los ciudadanos de las Instituciones Europeas.”
Mario Draghi, se postula como uno de los principales candidatos a la presidencia de la Comisión. Es el gran rival de Úrsula Von der Leyen. Su visión de la Europa futura apuesta por cambios radicales para fomentar la competitividad de la Unión y el contenido de su Informe podría marcar la próxima legislatura europea.
En su discurso del pasado 16 de abril ante la Conferencia sobre el Pilar Europeo de Derechos Sociales, Draghi adelantó parte de la filosofía recogida en su Informe. En él se identifican medidas que, de llevarse a cabo afectarán directamente a los consumidores y ciudadanos europeos y a su bienestar financiero.
La celebración de elecciones no justifica esta decisión de la Comisión. Los Tratados sobre los que se construye la Unión Europea reconocen el deber de las Instituciones de actuar de forma transparente y el derecho de los ciudadanos a participar en el proceso legislativo europeo.
El objetivo de nuestra solicitud es poder estudiar y analizar de forma pormenorizada las medidas incluidas en el Informe, así como su posible impacto en los ciudadanos y presentar comentarios ante la Institución.
