We Need Urban Green Space, NOT More Concrete Condos

The Issue

We need more Urban Green Space NOT Concrete Condos

Penang Island currently offers only 7.8 sq m of green space per resident—far below Plan Malaysia's target of 20 sq m.

As the Local Plan is in the preparatory stage, we, the undersigned residents and friends of Penang, respectfully petition for the preservation of the Penang Turf Club land as a public green space through the development of a special area plan under a single management body.

The Penang Turf Club received this 230-acre land grant in 1935 at the nominal price of only 2.5 Malayan cents per square foot for recreational purposes. Now, as the club seeks to sell this historic site in parcels, we urge you to:

Ensure the land serves public interest by creating a world-class public park that preserves this vital green lung. 

Honour the original recreational intent of this land grant which has benefited the club for 160 years. The site's historic club buildings and green space represent a significant heritage asset.

Implement a special area plan that balances development with critical public needs for open space, sporting facilities and cultural amenities.

Halt any rezoning/land conversion approvals until proper public consultation occurs as required under the Town and Country Planning Act 1976.

Penang's true measure as a world-class city lies not in more concrete blocks but in its open spaces, cultural vibrancy, historical heritage and environmental quality. 

We urge the Penang government to seize this once-in-a-generation opportunity to create a lasting green legacy for the people of Malaysia.
