The Issue

In Oklahoma, victims of physical and sexual abuse, including children, domestic violence, and rape survivors, often face rigorous challenges just to begin the process of seeking justice. Unfortunately, the current system requires victims to have a referral from law enforcement or DHS (Department of Human Services) before a forensic interview can be conducted to collect vital evidence. This barrier hinders timely justice and often leaves victims vulnerable and without the support they urgently need.

Imagine being a child who has faced unspeakable abuse at the hands of someone trusted. Instead of finding comfort and the beginnings of justice, the child and their family are faced with bureaucratic red tape and procedural delays Or imagine being in an abusive relationship, but your spouse works for law enforcement or DHS , and you need to use  another resource and jurisdiction  for a proper investigation. For many victims, especially children, every moment counts after an incident of abuse. Delaying their ability to have a forensic interview can result in lost evidence, fading memories, and further trauma.

We need to create "Chandler's Law" in Oklahoma, a law that would shift these dynamics and allow victims to directly access forensic interviews without the prerequisite of a law enforcement or DHS referral or a restriction due to their jurisdictions. The implementation of such a law would mean a faster, more victim-centered approach that prioritizes the well-being and rights of the survivor(s). It would acknowledge the reality that many victims live in environments where reporting to authorities may not be a safe or viable option.

Forensic interviews are a critical step in the investigation process. They not only gather vital information about the crime but also serve to validate the victim's experiences. This law would ensure that those who have suffered trauma have the opportunity to speak about their experiences in a supportive, professional setting without unnecessary delay.

Statistics from the National Children’s Alliance highlight the urgency, showing that over half a million children receive forensic interviews each year at advocacy centers across the U.S., helping to uncover evidence and begin the healing process. Yet, many more remain unable to undergo these necessary interviews due to restrictive policies and therefore never get the justice they deserve.

By allowing victims to initiate a forensic interview independently, “Chandler’s Law “ would provide hope and a practical step towards healing for countless abuse survivors in Oklahoma. It would send a clear message that their  state supports the rights of its victims and is committed to addressing abuse with the urgency and seriousness it deserves.

We urge Oklahoma lawmakers to prioritize the creation of Chandler's Law, ensuring every victim has the necessary resources to seek justice without unnecessary barriers or repercussions.
