CHARGE THEM WITH A FELONY

The Issue

Two dogs disappeared in October of 2019. These dogs belong to Jessie Morton of Washington Parish.  The dogs were found January 21, 2020 after Jessie received a tip on where they could be found.    This "tip" came immediately after Jessie and the Humane Society offered an $800 reward for finding the dogs.    

Jessie spent many tireless days and nights searching, putting out fliers and posting for their return. Emotionally and physically exhausted and drained after chemo treatment he would set out in search of his dogs.

William Seal was  holding these dogs in a cattle trailer on his property which crosses Louisiana/Mississippi State Lines. 

The Washington Parish Sheriff Department claims they have no evidence to press charges.  The basis for the felony is this s. TITLE 14 - Criminal Law. RS 14:67.2
B. (1) Whoever commits the crime of theft of animals, when the misappropriation or taking amounts to a value of five hundred dollars or more, shall be imprisoned, with or without hard labor, for not more than ten years, or may be fined not more than three thousand dollars, or both.
