Washington County is giving tax-payer owned land to provide housing for severely mentally ill, chronically homeless persons on the corner of 170th and Bany Road. The company who applied for HUD funding for this project indicated that this will be "low-barrier" housing- this means that tenants cannot be screened for drug use and criminal behavior. This well-intentioned but poorly thought-through project helps no one; tenants are not provided care and the two nearby schools are not equipped for any potential problems.
We would like Washington County to consider these alternatives:
- Raise the barrier level, so tenants are appropriately screened.
- Reconsider the location of the project
- Require on-site care
- Offer the site for housing to serve the homeless families in this area
