Please change the laws on cruelty and neglect For our animals here in Washington County Maryland our Humane Society the laws should enforce Owners to make provision for their pets to be let out for walks and given a clean facility for their animals to live in No animal Should walk or lay and urine all day while owners are at work or have someone to come in mid afternoon to relieve the animals while they are gone 10 to 11 1/2 hours a day owners of any animal should be made to seek  animal care
