

Hidden Valley and Town of Leeds residents oppose proposed zone change and plan for RV park
The Issue
We the residents of Hidden Valley and Leeds are OPPOSED to the proposed zone change/plan to develop the parcels located at approximately 250 W. Silver Valley Road in Leeds. This proposal includes plans to develop 178 (one hundred and seventy-eight) manufactured home/RV sites and opens the door for an additional 400+ (four hundred plus) sites to be added in the future. This initial 178 sites almost triples the number or residences in the Hidden Valley community. There are many ways this zone change would negatively impact our community and the county should deny the proposal from Jerry Eves/Hidden Valley RV.
EXPLANATION AND SUPPORT:
Additional stress on the water supply and equipment. The current water supply and system cannot handle the additional load. Clean culinary water in this area is limited. In past years the water supply has required emergency attention on multiple occasions for not being sufficient for the current residents. A study would have to be ordered by Jerry Eves on how the new development would effect the ASSSD’s ability to provide water with the additional load of providing for the proposed sites and potential future sites. He would need to address how to overcome any discovered issues before the county could consider the zone change.
Increased traffic. With the 178 sites more almost tripling the population of our community it will lead to triple the amount of traffic. Our community does not have sidewalks and there is not a shoulder along Silver Valley Road/Cemetery Road which is the only road that goes in and out of the community. Many residents and children use this road on foot or bicycle to access the town of Leeds where our mailboxes are located. There are also multiple bus stops at the Leeds Cemetery for both elementary and secondary aged children. The increased traffic combined with it being a blind turn in both directions is dangerous and has great potential to lead to pedestrian accidents. This RV Park would be putting our community’s children and pedestrians at risk. Jerry Eves would need to pay for a traffic study before his proposal could be considered.
Increased stress on emergency services. With the massive influx of 178 homes/RVs there will be an increased burden on the emergency response crews who are already struggling to meet an appropriate response time in this rural area. A study needs to be done at the expense of Jerry Eves on what the true impact would be and how to overcome it before the county can consider the zone change.
No street parking available. Silver Valley Road and Cemetery Road do not have sufficient shoulder space to accommodate any overflow or street parking. Using the new Quail Creek RV (aprx 3 miles away) as an example: RV travelers often have multiple vehicles or trailers and Quail Creek RV often has 5-10 vehicles, ATVs or boat trailers parked on the street in front of it due to it not having enough overflow parking for its guests/residents. Jerry Eves would need to make a proposal which includes his plan to dedicate a portion of the property to overflow parking to accommodate this issue as having just a couple vehicles parked on the streets would cause further traffic issues and further endanger pedestrians who would have even less walking space on the small shoulder of the road.
Increased crime. Doubling the population of a community will naturally increase crime, and even more so with the majority of residents of the RV Park being transient. This is a major concern for the current residents and needs to be addressed by the county before they should consider the zone change.
Future development of re-zoned lots. With MH zoning 10 sites per acre are allowed. With 66 acres being proposed for re-zoning, this opens the lots for continued development of up to 660 total manufactured home/RV sites. There should be stipulations in place not allowing for additional site development past the 178 sites before the county should consider approving the zone change proposal.
This is a radical use of spot zoning and is inappropriate. This dense development is completely out of character to the rural single-family neighborhood in which the proposed parcels sit and is inconsistent with the community’s and county’s master plan. This community is still largely agricultural with orchards and livestock throughout. The parcels in question are surrounded by residential and agricultural zoned properties and the proposed change is too large of a zoning jump from what it is currently zoned for. Properties zoned as Conservation were meant for the purpose of conserving the open space to preserve the original plans and integrity of the community.
These signers want the County Representatives to listen to and reflect the desires of the community involved when making their decision. Changing the face and original plan of a community for one individual sets a precedent that zoning doesn’t matter and can/will be changed for the benefit of an individual’s desire to make money over the clear desires of the majority of the community and neighboring town. We ask that the county stand behind the voices of those in the community and deny the entire zone change proposal made by Jerry Eves/Hidden Valley RV.
