The Issue
For years, the ownership and management of the 7980 Sunset Plaza Shopping Center — including 7980 Sunset Associates, Coral Realty, and their managing agent A. Douglas Rickard — have engaged in a pattern of conduct that is unlawful, dangerous, discriminatory, and directly harmful to the public.
This is not a “maintenance issue.”
This is systematic legal noncompliance, involving:
Violations of the Americans with Disabilities Act (ADA)
Violations of the Unruh Civil Rights Act (Civ. Code §§ 51–52)
Violations of the Los Angeles Municipal Code §12.21 A.1(a)
Violations of Conditional Use Permit No. ZA-91-0498
Fraudulent representations to tenants and customers
Endangerment of disabled persons and the general public
These violations have been documented by the City of Los Angeles, yet the landlord continues to ignore safety requirements, legal obligations, and the rights of the disabled community.
Documented Legal Violations
1. Removal of Legally-Mandated Valet Service
The Conditional Use Permit requires continuous valet service.
The landlord illegally removed it — knowingly violating the CUP and City zoning conditions.
This removal has made it impossible for many disabled and elderly patrons to safely access the businesses.
2. Elimination of 20+ Required Off-Street Parking Spaces
The landlord unlawfully removed and repurposed required parking spaces for private use.
This is a direct violation of CUP conditions and LAMC §12.21 A.1(a).
It also constitutes a denial of equal access under Civil Code §51(b).
3. ADA & Unruh Civil Rights Violations
By removing required access and refusing to provide safe loading/unloading areas, the landlord has:
Denied disabled customers “full and equal accommodations”
Created objectively dangerous access conditions
Violated California’s statutory civil rights
Exposed themselves to statutory damages, injunctive relief, and punitive damages
4. Unsafe, Unsanitary, and Hazardous Conditions
Repeated sewage backups, foul odors, drainage failures, and unsafe structural conditions have harmed tenants and the public.

The landlord concealed zoning restrictions, misrepresented compliance, and continued to collect rent and CAM fees under unlawful conditions.
This includes charging for valet services that did not exist and falsely stating they were “City-required.”
Public Safety Is at Risk — And Legal Liability Is Escalating
The lack of safe parking, removal of ADA-required access, and absence of valet service have created:
Dangerous pedestrian conditions on Sunset Blvd.
Unsafe drop-off zones
Risks to disabled persons, seniors, and families
Lost access for community members with mobility impairments
The owner’s refusal to comply — even after formal City violation notices — demonstrates deliberate disregard for the law.
We, the Undersigned, Demand Immediate Action
We demand that the owners and managers of 7980 Sunset Plaza Shopping Center IMMEDIATELY:
1. Restore full ADA-compliant access and valet service as required by law
No delays. No excuses. Compliance is mandatory.
2. Reinstate all removed off-street parking spaces as required by the CUP
The unlawful repurposing of required parking must end.
3. Remedy all hazardous maintenance conditions
Including sewage backups, structural hazards, and unsanitary conditions.
4. Cease discriminatory practices against disabled customers
End the denial of full and equal access.
5. Comply fully with all City zoning conditions, CUP requirements, and safety obligations
Compliance is not optional. It is required by state law, City ordinance, and the CUP governing the property.
