The Issue
I. Background
A. WHY WE ASK YOU TO SIGN THIS PETITION
The Croton Local Law Introductory No. 3-2010 (i.e. The Amended Harmon District revitalization law) will be voted on by the Croton Village Trustees in the upcoming months. We seek support of Croton residents who may not be able to personally attend the Croton Trustee's Board meeting at which the Croton Local Law Introductory No. 3-2010 will be voted upon for enactment.
B. THE AMENDED LAW
In short, Croton Local Law Introductory No. 3-2010 contemplates the following changes in the Harmon District Zoning and infrastructure:
1) Rezoning for up to three story mixed use buildings (i.e. holding both residential and commercial tenants);
2) Providing for adequate parking for the anticipated growth.
The benefits of a revitalized Harmon District include:
1) Increasing tax revenues to the Village via sales taxes and commercial property taxes derived from these new commercial properties and businesses;
2) Decreasing the property tax burden on residents as a result of increased commercial tax revenue;
3) Making Croton beautiful again and creating a thriving business area consistent with the quant village environment Croton has to offer;
4) Increasing the market value of our homes;
5) Creating a planned revitalization of the Harmon District with consistency in architecture in character with Croton and other Westchester County Hudson River villages;
6) Making Croton a destination for young professionals and returning college students who obtain employment in the area by providing a vibrant commercial center and attractive apartment/housing options.
The drawbacks of not passing the Amended Harmon Law include:
1) Continued denigration of the Harmon District; and
2) Continued loss of commercial sales and property taxes
C. PREREQUISITES TO SIGN PETITION:
To qualify to sign this petition, you must be an adult or young adult who lives within the Croton Harmon village and/or school district and/or attends the Croton Harmon School District.

Because Croton Local Law Introductory No. 3-2010 contemplates:
1) Rezoning for up to three story mixed use buildings (i.e. holding both residential and commercial tenants);
2) Instituting a consistent 15-20 foot setback from the street for mixed use buildings;
3) Requiring compliance with enhanced aesthetic design guidelines for mixed use buildings;
4) Providing for adequate parking for the anticipated growth.
AND, because the anticipated benefits of a revitalized Harmon Business District include, but are not limited to:
1) Increasing tax revenues to the Village via sales taxes and commercial property taxes derived from these new and/or improved commercial properties and businesses;
2) Alleviating the property tax burden on residents as a result of increased commercial tax revenue;
3) Improving vehicular, cyclist, and pedestrian safety;
4) Making Croton beautiful again and creating a thriving business area consistent with the quant village environment Croton has to offer;
5) Protecting the market value of our homes;
6) Making Croton a destination for young professionals and returning college students who obtain employment in the area by providing a vibrant commercial center and attractive apartment/housing options;
7) Creating a planned revitalization of the Harmon Business District with consistency in architecture in character with Croton and other Westchester County Hudson River villages
AND, because we seek to, in Croton on Hudson and Croton residents' best interests, the revitalization of the Harmon Business District for both economic and ascetic reasons,
We the undersigned petition: the Village Trustees of Croton on Hudson to pass, enact and implement Croton Local Law Introductory No. 3-2010 and to support and implement a revitalized Harmon Business District consistent with the objectives and parameters of the proposed law.
