Viksit Bharat : Every Dog Deserves a Home. End Cruelty, Breeding & Promote Adoption.
The Issue
Ban Unethical Dog Breeding in India and Promote Adoption Instead.
India is home to millions of stray, abandoned, and shelter dogs who are waiting for loving homes. Yet every year, more puppies are bred and sold while countless existing dogs continue to suffer on the streets and in overcrowded shelters.
Despite regulations, unethical breeding remains a serious problem. Dogs are often treated as commodities, confined in poor conditions, and forced to produce litter after litter for profit. Because enforcement is difficult, many illegal and unethical breeders continue to operate with little accountability.
We believe that the solution is simple: stop creating more dogs and start caring for the ones who already exist.
We call upon the Government of India to:
• Ban the breeding of dogs for sale and commercial profit.
• Promote the adoption of Indie dogs and rescued dogs as the preferred means of pet ownership.
• Introduce mandatory licensing for dog owners. Pet dogs need to be registered with the local corporation and in the event of death, the owner needs to obtain a death certificate. This would prevent abandonments.
• Conduct periodic welfare inspections to ensure animals are being cared for responsibly and are taken care of medically as well.
• Strengthen sterilization, vaccination and rescue programs.
• Impose strict punishment and legal action for illegal breeding and animal cruelty.
Dog lovers do not need breeders to find loyal companions. Millions of Indie and rescued dogs are waiting for homes right now. Encouraging adoption would save lives, reduce the number of homeless animals, and help address the stray dog issue in a humane way.
Every year, India witnesses heartbreaking cases of dogs being thrown from high-rise buildings, beaten to death, abandoned, poisoned, dragged by vehicles, or subjected to other forms of cruelty. These incidents shock the conscience of the nation and remind us that animals are entirely dependent on human compassion for their safety and welfare. A civilized society must do more to protect those who cannot speak for themselves
A truly developed nation is measured not only by its economic progress but also by how it treats those who cannot speak for themselves. Animals cannot express their pain in words, and it is our responsibility to protect them from exploitation and suffering.
As India moves towards the vision of Viksit Bharat, let us build a society based on compassion, responsibility, and respect for all living beings.
If you believe that every dog deserves a chance at a loving home and that adoption should come before breeding, please sign and share this petition.
Together, we can create a kinder and more humane India.
