The Issue

Students with disabilities, particularly those in self-contained special education settings who are nonverbal or have limited communication skills, are uniquely susceptible to incidents of abuse, neglect, or harm. Tragically, these students are often unable to reliably self-report such incidents, leaving them vulnerable to continued mistreatment. This urgent issue was heartbreakingly highlighted by a publicly reported incident in late October 2025 at Bridges Public Charter School in Washington D.C. Here, a staff member allegedly mistreated a young nonverbal student with autism in a secluded instructional setting. The investigation that followed relied heavily on surveillance footage, showing that physical evidence is crucial to safeguard these vulnerable children. This incident and others like it emphasize the immediate need for a policy mandating the installation of cameras in special education classrooms across Washington D.C. The implementation of surveillance cameras would not only serve as a deterrent against maltreatment but also provide clear, unbiased evidence when allegations arise, ensuring justice and accountability. Despite the potential concerns regarding privacy, the primary aim is to ensure the safety and well-being of students who cannot advocate for themselves. Adequate protocols can be established to ensure footage is accessed only when necessary and with strict confidentiality to protect both students' and staff's privacy. Neighboring states have recognized the importance of such measures; in Texas, for example, legislation mandates cameras upon request in special education settings, reinforcing a trend towards increased protection for these vulnerable populations. By mandating cameras in special education settings, the D.C. Council can act to protect its most vulnerable students, offering peace of mind to families and educators who entrust schools with their children's well-being every day. We urge the D.C. Council to act decisively in adopting and implementing this crucial policy change.
