Without a doubt, our State's debt is enormous and requires money, and this is how to quickly solve this problem and bring economic stability *without* raising taxes or compromising social services!

Did you know it is estimated Americans spend $10 BILLION DOLLARS a year on porn. (probably much more if you including X-rated material).

The problem with most Americans they are spending entirely too much time and money on porn, and willing to ruin their credit cards and even families with years and year of porn! Organized criminals also sell and distribute porn so they feed the gangs and drug lords, spreading more vice.

Porn also often features irresponsible casual sex contact as a thrill; also, without use of condoms (emphasizing sensation) thus encouraging the spread of HIV, unwanted pregnancies (thus abortions), and infidelity (casual sex contact.).

Solution: STATE Vice surcharge on pornography (like we do with cigarettes and booze; porn is more widespread). Porn of all forms already charges enormous amounts of money for their "goods" or "services" so what's a few more dollars via surcharge as a service to the State's economy. Need money in the State's treasury? This is how to get it and fast! This is efficient and common sense.

Reasoning: Sexual materials/pornography are also a luxury a person does not need to survive. Pornography has also damaged a lot of homes and marriages and broke apart families - like alcohol and cigarettes, people also have become *addicted* to pornography, and contributed to financial hardship and credit card abuse, buying these sexual materials to feed their sexual addiction; because of free speech, is legal; let this be known as a VICE SURCHARGE.

Surcharge of $1 for every $10 spent on porn and X-rated materials including internet downloads, DVDs (which people are willing to pay even $75 a piece for), sex toys or sexual paraphernalia; also including "adult live shows" (such as strip joints and "peep shows"). ADULT SEX HOTELS, SEXUAL RESORTS, resorts allowing open NUDITY (this is not the norm and taboo/unlawful in civilized contemporary society), and "bed and breakfast" establishments which are clearly of a sexual nature. (For $10.01 to $20 there is a $2 surcharge; $20.01 to $30.00 there is a $3 surcharge, etc.) Porn ("adult entertainment") is a multi-billion dollar industry and is 100% legal due to free speech.

Also ALL media such as music CDs and computer games with "X" rated or above on it, is included.

Publications/videos/digital recordings/internet downloads/photos sold that is labeled as "ADULT" and/or having a "X" rating or above.

*EXEMPTION:* CONDOMS and sexual lubricants be exempt from this as condoms prevent pregnancy, and help prevent the spread of HIV and lubricants are sometimes used for medicinal purposes.

Works that contain serious artistic, scientific or political in nature are exempt from this surcharge; works that are only in the GUISE of artistic or scientific or political are NOT exempt.

FIVE TO TEN CENTS OF EACH DOLLAR IS TO BE APPLIED TOWARD LOW COST AND FREE SPAY/NEUTER PROGRAMS IN THE STATE-animal control costs is extremely expensive costing tax payers many, many millions of dollars to operate per year. There are literally millions of homeless/feral cats in the State and breeding-homeless pets suffer, are often victims of animal cruelty which costs law enforcement thousands of dollars to investigate per case and manpower-low cost/free spay/neuter services prevent such cruelty: Less homeless animals=less animal cruelty cases, and also less animals to kill in pounds=great savings to counties everywhere, thus State.
