Vermont: Pass H​.​578 to Strengthen Animal Cruelty Enforcement

The Issue

When animals are rescued from cruelty, they should be protected — not placed into another unsafe situation.

Recent testimony at the Statehouse revealed serious gaps in Vermont’s animal welfare system. In one case, eight dogs seized in a cruelty investigation were reportedly moved to a facility that lacked proper supplies, adequate space, and trained handlers.

At the same time, state officials acknowledge Vermont has no designated public shelters and relies heavily on private organizations with no obligation to step in.

That is not a system — it’s a patchwork.

Bill H.578 offers Vermont a path forward. The legislation would strengthen penalties for animal cruelty and create clearer procedures for how seized animals are handled. It would help ensure accountability, consistency, and humane treatment across the state.

We call on the Vermont House and Senate — especially members of the Judiciary Committees — and Governor Phil Scott to pass and fully support H.578.

Vermont must establish clear enforcement standards and real consequences for abuse, while ensuring rescued animals receive proper care.
