Verizon has submitted a preliminary plan to build a road and cell tower on Waterworks Hill in the West Rattlesnake. Their draft plan includes a road wide enough to support a subdivision on the hillside, which is surrounded by open space. The road is not necessary to maintain the tower, which could legitimately address very poor cellular coverage in some of the Rattlesnake Valley. The parcel slated for the construction is not part of the City of Missoula and the county zoning ordinance offers no protection to the neighbors below this intrusive project and the thousands of Missoulians who have invested in preserving the open spaces in the North Hills.
