Utahns. We know the pain of the morning commute, and we know that pain is constantly compounded with ongoing construction that seems to be ceaseless. Would it not ease your day if UHP would enforce the already on the books Utah Code Title 41 Chapter 6a Part 7 Section 704  : UTAH Title 41 Chapter 6a Part 7 Section 704

Please petition the state and the Utah Highway Patrol to start and/or more vigorously enforce the law about people not yielding to faster moving traffic in the far left (non-HOV) lane! 

Also note that we should indeed be enforcing 41-6a-702 , part of which states:  

On a freeway or section of a freeway which has three or more general purpose lanes in the same direction, a person may not operate a vehicle in the left most general purpose lane if the person’s: a. vehicle is drawing a trailer or semitrailer regardless of size; or b. vehicle or combination of vehicles has a gross vehicle weight of 12,001 or more pounds.

So, what is this all for? What's the point ? Well, its already on the books for a reason. The rule maintains a healthy, more rage-free flow of traffic. 

Here is a short list of benefits of better enforcement : 

1. Less congestion, better flowing traffic.
2. People caught behind left lane loafers or unauthorized vehicles make more capricious lane-change decisions that lead to chaos and sometimes rage, and can result in accidents.
3. People that get clogged up that wish to pass will sometimes engage in what I call "revenge speeding" where they try to make up for any lost time by speeding and zipping between lanes in order to find a less congested path where usually slower drivers wish to dwell. This is dangerous and preventable. 
4. Those wishing to speed excessively are easier to catch in the fast lane, so let them use it. 

TL;DR 

Going 70 Mph in the fast lane is fine until someone is behind you wishing to overtake you. You are breaking the law and must move. You can't be in that lane pulling a trailer. You are breaking the law. Law enforcement should enforce and punish people violating these existing laws.
