Reconsider the decision to ban M. Phelps from swimming at the 2015 World Championships

Reconsider the decision to ban M. Phelps from swimming at the 2015 World Championships
The Issue
Michael Phelps is an American competition swimmer and the most decorated Olympian of all time, with a total of 22 medals. Phelps also holds the all-time records for Olympic gold medals (18, double the second highest record holders), Olympic gold medals in individual events (11), and Olympic medals in individual events for a male (13).
In September 2014, he was arrested on driving under the influence of alcohol and speeding charges in Baltimore, Maryland. As a result, USA Swimming suspended him from all competitions for six months, and stated he would not be chosen to represent the United States at the 2015 World Aquatics Championships in August.
We kindly ask the USA swimming to reconsider its decision as Michael Phelps:
1. Took responsibility, went to a rehab and showed great maturity and determination.
2. Resumed training and won 2 gold medals at the Arena Pro Swim Series at Mesa, held April 15-18 2015.
3. Is going to compete at the 2016 Rio Olympics and participating in the 2015 World Aquatics Championships is an essential step
4. Was already banned for 6 months from participating in competitions. Isn’t that enough?
I must say it’s a huge loss for the USA team and swimming generally not to have its iconic figure participate in such a big event.
