The Issue
1) We request the US Department of Justice publically post a statement on their website that warns that any websites or company which claims to register or certify pets as service dogs are not recognized by any government agency and cannot in any way be used as "proof" that a dog is a service animal.
2) We also request the US Department of Justice promote a minimum training standard and ethical handling skills for service dogs while in public.

#1 Expanded: There are many websites and companies which claim to "register" or "certify" any pet as a service dog for a fee. These non-disabled handlers then proceed to take their pet with them into public places, pretending that they are disabled and that the dog is a trained service animal. These untrained pets may damage merchandise, harm customers, be unkempt and dirty, and perpetuate an extreme negative image of legitimate service dog handlers and the disabled community.
#2 Expanded: Service dogs should be highly skilled in public access manners and advanced obedience. We request the US Department of Justice produce a statement asking service dogs appear professional while working, have advanced obedience skills, and manners while working in public. Service dogs should always appear professional while working with their partner (ex: not dyed colors such as pink, not frivolously dressed up, not in shopping carts or sitting at tables, etc). We also ask they recognize minimum training is required beyond being under control and housebroken, such as listening to the owner's commands immediately. Service dogs should never bark, act aggressively, create a distraction, or be skittish or fearful while in public and working. They should ignore distractions, not attempt to interact with other customers, ignore food, etc.
*What is a service animal for the purpose of this petition? Per federal law: Service animals are dogs and sometimes miniature horses specifically trained to aid someone with a disability which limits their ability to live independently. They are allowed by federal law to enter any business which the general public is normally allowed, such as restaurants, stores, hotels, and more. Dogs who provide only comfort or emotional support are not service animals, and are not recognized under the Americans with Disabilities Act. Only task-trained animals who mitigate the handler's disability are service animals per the ADA.
