Urgent Request to Mitigate the Tariff-Induced Crisis Impacting California’s Cross

Dear Governor Newsom,

On behalf of the US-China E-commerce Trading Chamber and its member companies across California, we write to express deep concern over the unprecedented disruption that the recent wave of federal tariff hikes has brought upon the state’s logistics, warehousing, and cross-border trade industries. These challenges are affecting thousands of jobs, the livelihoods of small business owners, and the long-term competitiveness of California’s role in international commerce. 

As the President Organization of the Chamber, Thunder International Group Inc., based in the City of Industry, has directly witnessed these ripple effects. The sudden increase in tariffs has caused massive delays and cancellations of inbound cargo, leading to reduced shipping volumes, rising warehousing vacancy, and thousands of layoffs among frontline warehouse and trucking workers.

The following action items are urgently requested at the state level: 

  1. Emergency Rent Stabilization and Warehouse Support Program 
    Implement a temporary state-level relief program for warehouse and 3PL operators who face non-renegotiable lease terms but have lost over 50% of cargo volume.
  2. Displaced Worker Assistance Fund
    Modeled after Washington State’s immigrant relief program, this would offer temporary assistance to displaced warehouse and logistics laborers who are not eligible for federal unemployment aid. 
  3. Critical Goods Tariff Exemption Coordination 
    Work with California’s federal delegation to push for tariff exemptions on non-substitutable, non-sensitive imports vital to local food production and industrial supply chains (e.g., tinplate, cocoa, tropical fruit pulp).
  4. Small Business Import Compensation Program 
    Establish a state-level grant or loan fund to partially offset unexpected costs for SME importers hit with tariffs exceeding 30%, especially those serving underserved communities or minority-owned retailers.
  5. Cross-Border Trade Stabilization Talks with USMCA Partners 
    Encourage the Newsom Administration to initiate state-level dialogue with trade envoys from Mexico and Canada to ensure California’s compliance cargo flows are not penalized under retaliatory tariffs.

Why This Matters to California 
California is a gateway for global trade. Our chamber’s members collectively operate over 10 million square feet of warehouse space, serve more than 100,000 online sellers and brands, and employ thousands of Californians. The warehouse corridor stretching from the Inland Empire to the Bay Area powers an entire ecosystem of small manufacturers, digital exporters, fulfillment centers, and local transportation networks. Without urgent stabilization, the backbone of California’s global e-commerce economy is at risk.
