Urgent Request to Intervene and Oppose Supreme Court Order Against Stray Animals; Promote
The Issue
I write to you with deep concern regarding the recent Supreme Court order that adversely affects stray animals across the country, particularly in relation to their relocation and the criminalization of feeding practices.
This order, if implemented without revision, threatens the ethical and humane treatment of stray animals and undermines years of community efforts to foster peaceful coexistence between humans and animals. More importantly, it goes against the spirit of the Prevention of Cruelty to Animals Act, 1960 and the guidelines previously issued by the Animal Welfare Board of India (AWBI), which support sterilization, vaccination, and community care as lawful and compassionate approaches.
Our Requests:
Immediate intervention by the Ministry to formally advise all local bodies and State Governments that displacement or removal of stray animals from their natural territories is both counterproductive and against established guidelines.
The Ministry should oppose or seek a review of the Supreme Court’s order in consultation with legal and welfare experts, highlighting its potentially dangerous implications for animals and communities alike.
Local authorities should be directed to intensify and implement Animal Birth Control (ABC) and vaccination programs, as per existing laws and the Supreme Court’s own prior directives (e.g., AWBI vs. People for Elimination of Stray Troubles).
Clear instructions should be issued that feeding of stray animals must not be criminalized, and caregivers must not be harassed, provided feeding is done responsibly and hygienically.
Emphasis must be laid on community participation and education to ensure long-term, peaceful solutions instead of reactive and inhumane actions.
The Need for Humane Governance
Stray animals are not outsiders — they are part of our shared environment, often dependent on human compassion for survival. Displacing them not only causes immense suffering to the animals but also disrupts the ecological and social balance, often resulting in more aggression and unmanageable animal movement.
We urge the Ministry to act in the interest of humane governance, constitutional compassion, and the dignity of all living beings.
