Urgent Request to Improve the Quality, Transparency, and Accountability of BLS Internation

The Issue

We, the undersigned members of the Indian community in Canada, are writing this petition to express our deep dissatisfaction with the services provided by BLS International for OCI, visa, passport, and consular-related applications.

Over the past several months, numerous applicants have faced consistent issues while dealing with BLS offices, including:

Unprofessional behavior: Many applicants report being spoken to rudely and disrespectfully.
Lack of transparency: There are no clear guidelines or proper communication about document requirements.
Repeated visits: Applicants are often asked to return multiple times for issues that could have been resolved in one visit.
Unofficial payments: In several instances, staff have indirectly demanded extra money to “speed up” the process or get applications approved.
No standardized process: Rules seem to change from one visit to another, causing unnecessary confusion and stress.

This situation is causing immense frustration within the Indian diaspora, many of whom rely on these services for essential documentation.

Our Requests:

We respectfully request the Consulate General of India and the Ministry of External Affairs to:

Review and audit the practices followed by BLS International.
Set clear, publicly available guidelines for all application types.
Implement a complaint redressal system to handle grievances transparently.
Ensure staff training to improve professionalism and customer service.
Take strict action against any form of bribery, unofficial charges, or misconduct.
