Urgent Request for Abatement: Address Safety Risks at the Great Oaks Parkway Encampment
The Issue

The homeless encampment at Great Oaks Parkway in San Jose, CA has become a significant concern for local residents.
The encampment’s location over a PG&E pipeline is hazardous due to frequent fires that spread to nearby trees and occur above or near the pipeline. Such fires increase the risk of damage to the pipeline, which could result in leaks or explosions, endangering lives and infrastructure. The entire stretch is lined with giant trees, many of which have been burned down by the frequent fires. The homeless people continue to burn fires in the winter and store hazardous materials and propane tanks, even though they have been instructed not to. Many of them are drug addicts and have no control over what they do. It is just common sense not to keep this encampment near a high-density neighborhood with thousands of residents.
We, the undersigned, petition our city leadership to take immediate action regarding the critical public safety concerns stemming from the unauthorized encampment at Great Oaks Parkway. We also want the city to implement permanent preventative infrastructure by installing security fencing along the Caltrain station perimeter and deterrent signage so SJPD can enforce it. The initial investment in such preventative measures would represent a fiscally responsible solution, significantly reducing the recurring expenditures associated with continuous cleanup and relocation operations.
Additionally, the encampment poses a severe safety risk to individuals crossing train tracks without proper safety measures and to railroad workers. This encampment has reportedly led to increased criminal activity, making the neighborhood unsafe and discouraging people from using the nearby Caltrain station. Residents have lodged various complaints about individuals from the encampment. We must address this issue promptly and effectively to restore our community members' safety and peace of mind.
This situation presents a challenge that requires immediate attention and action. Residents urgently request a review of the abatement timeline to ensure immediate action rather than delaying until the Via Del Oro EIH tiny homes or Branham EIH tiny homes expansion are completed. Past delays with similar projects have heightened concerns, particularly given the encampment’s proximity to residential areas, its frequent fires, and its status as a public nuisance. These issues continue to cause significant distress and sleepless nights for the surrounding community.
Additionally, the encampment is located within Special Districts CDF 14 and MD 9, where residents pay taxes for enhanced landscaping. The presence of the encampment is obstructing essential trees, landscaping maintenance, PG&E servicing, and depriving residents of the benefits these taxes are intended to provide.
